Fixed Vortigaunts Can't Deal Damage to Cops

Bug: Vortigaunts are unable to damage Civil Protection at all, whether or not they are in armor.
Description: We have done some investigation using Khar'Sik'Tal to help, testing every way to deal damage to cops. They were unable to be harmed at all.
Errors/time: See below, we have numerous damage logs listing the attempts of attacking Civil Protection. It does not work.

This bugged system nearly led to me, tuki and melon's high elder being PK'd in an outlands excursion.
