Bug Vortshield Broken

1. Bug: The vortishield does not work, and instead gives me a cooldown report despite not having used it.
2. Description: Upon clicking primary while using the vortshield, the vortshield gives a notification that "You have to wait1before you can use the shield again!" I have not used the vortshield once during my testing of the abilities.
3. Errors/time: N/A; I've checked through the console and all the console says is "You have to wait1before you can use the shield again!"
