Timezone does have a lot to do unfortunately. There's a required minimum of 3 citizen labourers needed before a shift can start, and some workers don't want to take the time to set up their props and scene texts if there is a low number of players, cause if they can't find at least 3, they have to delete everything.
I do workshifts during both peak and non-peak hours (as you've attended some of mine I believe), it just depends on a lot of factors. Sadly this map doesn't have a Workshift Announcement terminal like the old map, and we have to literally track down citizens for these shifts (or hope that they see the warehouse doors are open/the telescreen says 'Workshift Active)

I have an idea for this problem. The Civil Workers Union could create a Terminal with a Button in IC. there are always at least 1 Admin / GM on the server, and if you wanna start a Work shift with only 6 Players on the Server then it is kinda your faultWhat if there isnt any mods?
That is a good point. On the old map the second a shift announcement was made, everyone would drop everything they are doing, stop RP in progress and rush to get a spot in line (scene: 5-10 citizens suddenly minge running to the warehouse)Theres no actual way to get a workshift terminal unless its mapped in fully. And no, having to rely on staff every time to announce a shift isnt any better considering how often shifts can happen.
Staff intervention should only really happen for important shifts that NEED people, and even then, we usually have people from management around, usually, during those times, and they have access to the broadcasting tool.
The "workshift crier" maneuver may be a bit slower than the terminal, but it incentivizes people to gather somewhere public that the CWU can pass by and shout about a shift, instead of just announcing to the entire map that a shift is going on, to let the people that seclude themselves somewhere (Sewers/Slums/Bases) run out of their spot to attend a shift before going back.
This was discussed back during the map transfer with staff, faction leads and the CT (due to all of them being in the channel that I brought it up in) , and the workshift crier was the agreed option since there wasnt anything else that could be done outside of the broadcast tool.
If someone misses a shift, its due to them being in some out of the way area of the map, or the CWU worker isnt doing their job properly when calling for people.
To a degree I kind of agree with this. The CLC work order thing is realistic and gives workers an idea of what should be made/what kind of workshifts would fit D9's gritty background.As someone who works in the CWU, I can tell you that organization is a little bit of a mess.
First of all, there's no actual announcement terminal like on the City 24 maps, so they need to be announced via broadcast device, which very few people get access to, so we have to have workers assist by going around doing a town crier routine and looking for people to conscript for shifts.
Second of all, the way it works, is that we have a whole list of orders to fulfill for the CWU every week, usually ordered by the CLC or other higher-up organizations, plus additional orders that can come up during the week, and the quota needs to be filled as much as it can be, with us having to fulfill whatever orders we didn't do in the previous week, in the next week, plus the orders given to us for that next week. Different orders are given different priority levels, with some having a time limit to when it can be done, so a CLC order for exmaple typically needs to be done quickly and before any orders that directly benefit the district can be done. In addition, while some orders can be fulfilled by any worker for a shift or whatever, some orders require workers from a specific department to fulfill said order, and some departments are really understaffed.
Also, there's a minimum requirement of laborers for conducting a proper workshift, which is three people, and most shifts the CWU does typically requires more people than that anyway.

Workers on the old map seemed to enjoy a high(er) degree of freedom for work shifts, many of them were necessary for businesses, fixing things that broke in the city, but you also saw a lot of generic, but fun shifts; laundry, ration making, sweep/clean the streets, etc. (and maybe im wrong cause I joined CWU around the last week of the C24 map)
