If the wanted cleanup of unused plugins is made and the staff would stop converting entities as persistant for it to replicate itself every restart, I believe yes

The server entity does not disappear upon restarting the server, unlike props that does disappear if they aren't put in persistant.
However, if you persist an entity, it will duplicate it as there are "2 ways" to bring it back unpon server restart.
