Willard and "freedom of roleplay"

Hello.
This is a complaint based off what I've witnessed or something. If I get something wrong, that's on me.

Just gonna get to the point.
I can't really see the freedom of roleplay, considering (from my own experiences) the server sort of pushes the weak depressed citizen stereotype on well. citizens.
Trying anything new or creative with stores is a definitive shut down unless it's very pro union. As a example i'll use is the cult thing. First time, it got shut down. Once it turns into Breen love center its okay.
I've tried something new with my own store *Spar and Bar*. Which is a bar and a boxing club. The club got shut down as soon as the first ever public event finished. Which is left to CWU to deal with (Which is probably not going to end well.)
Stores that're just type /me, request credit, and give script don't contribute to roleplay, sometimes to player needs and such.
What I'm saying is
Promote creative ideas, push away the sad hl2 dystopia stereotypes. Don't punish people because their idea doesnt fit in with a couple lines on the CP handbook (In my case boxing got the boxing part closed down)

This seems to be an entirely IC thing. Though I get what is being said here.

Since CPs don't get involved much in a stores shut down, so I assume you are mainly referring to the CWU. Since nowhere in the CP guide does it dictate what players can and can't do nor does it dictate what stores do unless contraband is involved. All CPs care about when it comes to stores is does said store have contraband, yes or no. No? Then its fine.

So not sure why the Cult stores or the Bar and boxing club would be shut down since nothing about those ideas go against the rules and laws that the CPs lay out.

So this leads me to believe that CWU are the culprits here in this manner. So before I continue and make suggestions, mind confirming if it was indeed CWU who shut down said ideas/stores or if CPs were actually the main ones.

yeah its entirely IC but i have OOC concerns
I can talk from personal experience. My Vortibucks stall offered blackjack for a little extra RP. CP's came along and beat me for "non sanctioned gambling" and so now my stall no longer offers blackjack.
thats what I'm concerned about
because even if it's IC, it damages the server on a OOC level (makes it boring)
Cops shouldnt really have any power over what stores can and cant do
it should be in the power of CWU or even the MOC or whatever

In my case not fully shut down
but it's purpose has been sort of removed? (its main focus is fights etc)

Ah I see. I will look into that and report back here. Since Vortibucks should've been able to run the store just fine, same with the boxing ring. CPs have nothing in their guide against that and do not dictate stores. That is entirely in the hands of CWU as I mentioned in my last reply.

But yes, stores should be able to try out new ideas without issue. I see no reason why a cultist store, boxing ring nor blackjack would be shutdown. The gambling violation is mainly in relation to Chips or betting items for other rewards which are not part of any form of Combine branding. Blacksjack should be fine as a RP feature.

Boxing ring sounds like a nice idea too since it gives a lot of RP for players. So will look into it and ask CPs/CWU to not shut such ideas down.
