Is Willard largely driven by "Play to Win" attitudes that detract from RP quality

Why not? Might not be fun for whoever is getting killed, but IC is IC.
If you go around killing slummers for little to no reason you'll kill SlumRP. The fact you're incapable of realising that means you're the type of person to ruin RP.

Let me guess, you've mugged someone in the past, then killed them with an automatic /me for showing the tiniest bit of resistance, then exclaimed it's "NLR" in LOOC?
 
Sure, but the staff team aren't going to go "oh the cops are too afraid to sweep, its fine" if rebels are going haywire - they're gonna be sent in anyway

There are IC reasons for "cops" to sweep. You don't have CP whitelist so you don't know, and shouldn't assume how a system you haven't even seen works
But that's not how it works unfortunately.

No, but I think staff control the server and they (and the CP faction lead) are not going to let rebels run riot without any response - that being either cops or OTA. That's just the basic rule of CityRP and what it needs to keep functioning.

There are IC reasons for "cops" to sweep. You don't have CP whitelist so you don't know, and shouldn't assume how a system you haven't even seen works

I have friends who are active in the faction right now, but that doesn't change the fact that there will never be a case where the entire faction refuses to respond to rebels and if it somehow did magically happen, OTA would be sent instead. Staff wouldn't let the server dynamic crumble over that (unless it was pre-planned).

So yes, units may have a 'choice' not to respond but there is ultimately a set of invisible boundaries they're allowed to do this in. Its not carte-blanche. There will be scenarios they're pushed into it, and if there's not a proportional response then one will be made via other means.

And all of this ultimately leads to the fact that if cops go in because they have to respond, they're going to do absolutely everything they can to get out alive. Why take a risk in not shooting a rebel when they could backstab you when you move on?

I have the very distinct impression that how the faction operates day-to-day regarding low-key situations is not remotely how the faction would operate at the first sign of the server's status quo being under serious threat.

If it gets to that point and cops won't respond for fear of a PK then they'll just send OTA down instead who don't suffer a PK risk but are there to absolutely try and kill you dead. This has happened before.

Which sounds more attractive? A culture where the cops - actual characters - feel comfortable enough to not push too hard in their duties of retaliating against rebels when they're forced to and thus there can be more roleplay, or the current one where cops fight tooth and nail to survive just like rebels do with minimal roleplay and tactics both sides complain about?

All "scriptwhores" will quit the server.
Seems a little simple to say, and it is, but let me explain.
You scriptwhore, you rankwhore, whichever you want to do. You climb to the top. You loot every trashbag and crate you can find. You suck the harderst RL dick you can find. You abuse the fuck out of the smuggler for chips. You do everything by the book.
And you end up at the top.
3 Experimental AR2s. 4 scouts. 20 SGs, 500.000.000 chips in your multiple safes.
Ubermesch Civil Protection Commander with the entire force bowing to you like you're the second coming for Breen.

Then you run right into the wall.
There is NOTHING left to grind.

So there you sit, with your rank, your guns, your unlimited means. And it is all worthless.
What are you going to do? Shotcop for the 50th time?
Fight off the 10th OTA wave this week?
Order the CWU to brick up the slums for the 8th time?
Beat up all the recruits to put them in shape on the daily?

Because let's be honest, except for a few times per year, your actions are worth jackshit.
Your scripts are the means to an end, and it is an end that is NEVER going to come. At least not by your hands.

Willard Networks is a City RP server. And sure, it isn't as bad as it was before. But the fact is still, unless we're ready to swap maps, we're not doing it. Rebels can push the Combine all they want, but the Combine are staying. Combine can push rebels all they want, but we'll just soften the eco to the point where a bluesuit can get an AK within a day.

Your scripts, and rank, are completely worthless on their own. They are pixels on a screen, completely devoid of meaning or value. The only context in which they have value, is the roleplay context.
Sure, having scripts and a high rank does give you the advantage of usually having the biggest balls in any roleplay scenario you find yourself in. But a dogshit roleplayer is getting banned just the same way with or without a horde of scripts.

Take it from me, I have seen some rather obscene rewards given out for low-risk roleplay missions. Which practially invalidates hours of grinding.
Take it from me, I've been an i3 for about 1.5 years now. Sucking RL cock and catching rebels left right and center isn't a guaranteed way to a promotion.

To put it short, if you're not focused on roleplaying first, and then grinding to achieve your roleplay goals, you're going to hit the wall regardless of if you get PK'd or not. You will realize the "script ending" doesn't exist. And no matter howmuch shit you have, you won't be able to unlock it.

You play to have fun roleplaying, or you play to lie to yourself and eventually lose interest.

As for the main question. The fear of losing a lot of dedication actually adds to people fearRp'ing and not johnny ramboing into combat because they managed to get a pistol.
Leave the NPC dying to the actual NPCs, or event characters.
Just give eachother the respect they deserve. When you're amputating a rebel, there's someone on the other end. When executing a cop after shotcop, that too is someone on the other end.

Point missed, if you are a peasant you relinquish your right for the grind by funneling your loot to the grind lord. Grind lord will use the grinded loot towards more profitable grindsets, by then the grind lord will be enabled the ability to mercy funnel roadside loot (melee weapons, radios and armor) for their peasants.

Agreed. When you have every single script and there's nothing else to grind, all there is left to do is to RP and develop the story.

The longer someone plays a character the more attached to it they become, the idea of losing your character along with everything they have and every experience they have been through can be scary, it pretty much forces players to play to win in fights and events, if you play to lose you most often end up dead. I don't have a clue how to fix this.
Make the game more rouge like and PK's unappealable

Simply reward people who genuinely RP and you will see people more willing to risk it all and die. If someone goes through the actions to obtain something, reward them rather than just tell them that they actually have to have the scripts to create such an object.
