BACKSTORY
1965-1988 | Early Life
William Osborne was born on the 2nd of July 1965 to a fairly upper-class family in a suburban DC neighbourhood. His family is of an Anglo origin with many of his descendant's writers, professors, and other roles commonly seen as noble. He would take interest in journalism and investigation as well as indulge in studying political science. Later on, he would join a small newspaper company originally as a part-time writer during his time in college. After graduation, he would switch to a full-time editor. Later, for two years he ran as Editor-in-chief. Popularity had slowly arisen, during this time he also began studying politics and overall criticizing the government's decisions during their failed campaign in Vietnam. He had later been given an offer by the Washington Post with no doubts of it, during his time he had begun the investigation on two companies that were known to have had ties with the US Armed Forces, one of which still had an open contract... Aperture and Black Mesa.

1988-2000 | Doubts
Throughout the 1980s he became openly political about the rivalry, instead of opening for collaboration between the two corporations to work on their technologies yet both corporations would never take notice of his suggestions. By this time he had also married a woman by the name of Deanne who eventually married him in 1990. During the Gulf war, an energy crisis had left a longing effect, Osborne once again voiced his concerns with overall support from the public yet fell on deaf ears. William had slowly lost in the government of his own country as well as the corporations which turned the gears of his and his family’s life. He would eventually begin writing his own blog independent from the Washington Post, regularly voicing concerns as well as documenting his investigations of Black Mesa’s operations.

2000-2004 | Dark Age
In the late 1990s, he began spending more time socializing with his family, taking time with his wife along with relatives and friends. He would hope to conceive a child and eventually live in peace. This small period of relief had been torn apart when the Resonance Cascade lead to Portal Storms and disaster all across his country as well as those of others. Wrath had consumed his thoughts, yet a sense of egotistical pride cheered his investigation as doubts had been answered with him continuing the investigation. He would begin documenting findings from local sources as well as interviewing an unmentioned survivor of the explosion. The cover-up of Black Mesa became a global news headline and a scandal which left Black Mesa and the American government in shambles. He had compiled all of the information into a book titled Broken Country a now-famous piece of literature for its criticism and exposure of the acts done behind closed doors. This was a small relief before a rapid, steep descent. His wife Deanne would contract a foreign disease that deteriorates the mind to a point where the person will slowly weaken the nerves and eventually lead to the inability to breathe, a fatal symptom. The disease, later nicknamed Kishlanski had no cure, nothing to slow it or stop it permanently, and Osborne had no degree in mending it, he watched in sorrow at his loved one’s passing. From 2001 until 2004 Osborne saw more of the people he loved have their lives taken because of the greed of a handful of men. There was no one who he could truly point his anger toward, either they were all dead or grasping for their own breath. One day he would wake up under a new flag… The Combine.

2004-2013 | Post 7-Hour War
He was doubtful of the new occupation, resilient, and rather pushed back by the influence of the Combine however later found himself a fanatic of them, seeing them as a hope for a betrayed world left rotten away by Xenian invaders who pillaged the dignity of what he had. He would fully swear his allegiance to an empire that could bring him hope and hand him redemption. Later he was transferred to City 38, formerly Athens would discuss and debate with a famous wise scholar Alexios Nicolau, among him were fellow pragmatic thinkers, the scholar spoke of Humanism, an idea born out of the ashes in whatever is now post-war Greece. A cry for the new renaissance in culture, and art, bringing the human race back to an era of prosperity and dignity. Slowly an amalgam of loyalists, writers artisans, and philosophers formed the Guard of National Consciousness, with Osborne given the hand of responsibility and so he, the scholar, and the other disciples of Humanism would part their ways, in hope.

2013-2018 | Golden Age
More time had passed, and he had kept on pushing forward the agenda of the Guard, becoming known globally in every city. So came to operate in City-24, he would also find a limited fortune for a possible job within the BOE. He had his fair share of encounters in the city, and brawls against Futurists however he became proud to have grounded a strong influence on his ideology. A half-hearted reconciliation was made with the faction of Genevan Futurists eventually attempting to work towards a political coalition in the Administrator election of 2017, it would end in a failure leading the Iso-Centralist party to gain power within under their chosen candidate Laurentius Heartwick. Sometime later Osborne succeeded in being elected Chairman of the Provisional Assembly however then being replaced once his term concluded, after he returned back to a normal life of another ideologue, he finally began to doubt what the Administrator was doing, and he opened the once closed doors for himself, learned of the defeat in City-2 and failing campaign in City-3 and has begun to question whether Heartwick is capable of holding managing City-24 or not. Yet all efforts to gain hold were in vain, his associate Xi Jinhae would disappear, Ilya Zima, another associate went on to become Minister of Progress, as for him, something worse would come...

2018 - Present | The Beginning of the End
The order had come, all ideologies other than 'Transhumanism' must be outlawed, although Humanism managed to work around a loophole, the party, already weak in City-24 now faced collapse and crisis, Osborne fled to City-38 and rushed the disbandment of the GNC, nothing was left. To make matters worse, his rapid hallucinations had returned, and it seemed he had become ill with something much worse than a cold. It turned out to be the very same Kishlanski Disease that his wife had, it had long been prolonged in his body, and it had only now started shaping itself into something truly lethal...
With this, Osborne had finally experienced the pain and fear of the past, the Xenophobia, the hatred, the desperation. However, there is still hope, with one document filled with years of research, it could be his saving grace to help save man from the ever-reaching Xenian Malignancy over the world's continents...

FACTION RELATIONSHIPS
ADMIRED | RESPECTED | ACQUAINTANCE | NEUTRAL | DISLIKED | HATED
| DISBANDED

Loyalists: "Wise for staying on side of the Union..."

Ministry of Enlightenment: "You were my employers, you are what has given me a job, what has given me a chance back in journalism, thank you."

Bureau of Research and Innovation: "I am honored to have helped jump-start the bureau in the city, it's good to see you're doing well as a bureau."

Civil Workers Union: "A backbone in the city's transportation of goods and resources, at times they seem confused and even unorganized yet still do their jobs as civil servants."

Civil Medical Union: "As vital as they are to keeping the city safe, their equipment appears quite outdated, so much so that the Civil Workers who work in harsher environments have better equipment than the medical staff. Needless to say, their response time is quick and they have some very great staff within their ranks"

Civil Protection: "Jack boot wearing, cattle prod wielding white-masked grunts... I won't deny some in the corp are good people however others are more... Spineless."

Citizens: "They're a variation from Tier-1 Union Admirers to the worst people in this society, outcasts that must be expunged without any opposition."

Civil Administration: "Your lack of competence is showing, you're falling apart along with the one who leads it, you're going to need more than prayers to get yourselves on your feet."

Underclass: "You're a poor man's version of the resistance, one step closer to joining them, more meat for the grinder."

Vortigaunts: "Fuck you."

Resistance: "Morons, why risk it? Why do any of this? We are at a stage of prosperity and this is what you do? Bombings, shootings, and stabbings are all in the name of freedom, if you do, ever rid the world of the Union. You will die fighting the aliens your science brought."

The Guard of National Consciousness: "My apologies it had to end like this, old friends."

Neo-Futurists: "I made a deal with the Devil, then I cut the devil loose and left to die on their own, you have burned your bridges, you failed..."
