Character Relationships:
QUICK-2: You were the one who showed me the ropes when I first joined Civil Protection. You do good work, you're generally pretty cool to hang around with, and while you sometimes think highly of yourself, I do think you're very good at what you do. Happy to have you around as a fellow blueband.
XRAY-6: You're the head of the bluebands, helped me get settled in when I first joined Civil Protection. Now that I'm in IAT, you're my boss. As far as I'm concerned, you're one of the best Rank Leaders to be working under. I've always made sure to defer to your authority when it comes to IAT work and similar business, and as far as I'm concerned, you're a lot better to work with than most of the other Rank Leaders, even if you can be a bit ditzy sometimes. We'll clean up this city of our little rebel problem, boss. Just you wait.
STICK-5: You're an odd one, man. On the one hand, I enjoyed a lot of the time we spent together and the work that we did early on, but the more I interact with you, the more I think you might be a bit too Casto-brained for your own good. You did good work in Egypt with the rest of your OSF comrades, and I'm glad we have you on our side, but my god, you gotta tone down the use of deadly force. We have our stunsticks for a reason, you can't just open fire on people that run away from us, doesn't matter if you say it's a "warning shot", fucking hell.
LINE-3: Ah, the grumpy i1 himself! Honestly, the fact that you've held out for as long as you have, given what you've been through, I'm not surprised you turned out the way you are, especially after that i17 trip, and the work with Vuente. Doesn't mean I have to like it, or that I can't wish for you to get better over time, but I do have a lot of respect for someone who's come this far. And really, when you're not being all grumpy and shit, you're actually pretty cool as a person too, just wish you'd be more approachable more often.
VICE-7: My actual goddamn hero. Best medic in the TCU, bar none. You're the main reason I can even say I'm like a Rasputin of sorts. All the electrocutions, shootings, blunt force trauma, everything I've been through, you always knew how to put in the work needed to save my life and keep me in working condition every time. Frankly, a lot of people would be dead without people like you around to help. We don't get a chance to talk much, but you very much seem like someone who's got a lot on their mind, and seems to have a good grasp of how things are. Not blindly loyal or zealous, understanding of how things are, it seems. I just wish we could talk about the state of the world more, and other things like that, or our lives in general.
GRID-2: You can be nosey, and a bit obnoxious sometimes, but honestly, it's impossible to dislike you. You have a sense of youthful innocence that I don't see often in people who end up in Civil Protection, you help maintain the human heart of it, however much they try to snuff it out. Honestly, you might not be aware of this, but you're the closest I've probably had to a younger sister. In some ways you remind me of a more active, fiery version of Alyosha. I hope you and I can stay on the force for a long time. Stay safe, and never change, Two.
GRID-5: You were an i3 when I first joined Civil Protection. I remember you first as a greenband. Your help in getting me through my recruit phase was valuable, and you were always great at teaching people to handle the killhouse, to the point I was surprised you opted for TCU over SSU at the time. For a long time, you always did right by me, helped keep us organized, and generally was always there to help out. You were a pretty nice guy.
Then you became a Rank Leader, and it seems you've developed a new persona along with it. I know MMR tends to have such an effect on people, but to me it seems that you've been getting more cold, and more bloodthirsty lately, being less forgiving of people's actions nowadays than you were before. I want to believe there's still a bit of the old GRID-5 in there somewhere, and I can still see glimpses of him sometimes, but I think you're just not the same person anymore. I'm not sure if I like the new Rank Leader GRID-5.
JURY-13: You were always someone who did good by me. An old East Los guy, lost your home to the portal storms. I always liked talking with you about anything and everything, shooting the shit about the OTA, our Rank Leaders, and other problems in our lives, and other stuff like that. I haven't been seeing you around much lately, but I hope you're doing alright, and that we can talk more again after all that's happened since you joined.
TAP-9: You were the embodiment of everything I hate about Rank Leaders, for a time. Acting like we're on sacrifice code when the city's doing just fine, strict inspections, documenting the smallest of fuckups, not giving a fuck about the lives of any of your subordinates and were interested in us only insofar as we're able to work as Civil Protection functionaries, ready to discard us when we're no longer able to fulfill our role. Then you went on an outlands expedition with some others, and from what I heard, you ordered people to stay behind and die to defend some stupid comms outpost, and were then killed for it. Good riddance, we can do without Rank Leaders like you. Unfortunately, there are too many of them that are like you.
JUDGE-1: You know what makes me especially pissed off about you? The fact that I once thought you were a sane human being who, while being strict and angry, at least seemed to care about his subordinates and wanted to make them into the best functionaries they could be, and I even wanted to do right by you, as I once saw you as someone with admirable qualities who could have a good side. I still see glimpses of this JUDGE-1 sometimes, but lately, you've been getting angrier and angrier, stricter and stricter. Out of everyone in our precinct, you're the only one who I'm actually, genuinely afraid of, the only other person who I fear will shoot me in the back other than the rebels we fight against. Except, you're an even bigger threat than the rebels in some ways, since you have a better understanding of your subordinates, and you know how to hurt us in ways that makes us feel it for a long, long time. You shoot people for using the RDT to get rations instead of the break room, you beat people at the slightest hint of insubordination, you show up to inspections covered in the blood of fellow functionaries that you've personally executed, you arrange to have the families of functionaries suffer and die because they have negative opinions on you and disagree with your methods sometimes. I truly want to believe that there's some shred of a human being in you, who's a strict but sane man who wants to help his subordinates to be better, but nowadays it seems you want everyone to already be good from the start, and you get rid of anyone who doesn't meet your standards. Maybe this opinion of mine will change in the future, but I really can't see you as anything more than a butcher acting like a Roman centurion for the time being.
Michael Hoxworth: You used to be my boss, back when I worked in the CWU. I looked up to you a lot, saw you as a good and paternal manager for us workers. Nowadays, as a Civil Protection unit, I continue to interact with you, and I genuinely believe you're one of the few collaborators who isn't a bootlicking moron and actually works to do right by the proletariat of this city, and other working folk. I myself may be a class traitor due to my line of work, but I think people like you can really do good in keeping this city in good shape, it's just a shame that the Party elites, by virtue of being the ruling class, exist to satisfy only their own interests and staying in power, so people like yourself tend to get pushed aside.
Samuel Lacrose: You were the one that hired me to the CWU when I was new to the city, managed to get good work with you guys. I didn't get to know you very much, but from what I've seen of you, you were a good worker and supervisor, able to organize us into getting our jobs done as intended, and you do keep good track of your workers when you can.
Raymond Saint Albert: You were the supervisor I always worked with most often. We've done a lot of good work together. You're good at teaching new workers how to do their job, helping them out, and you're dedicated to the job when needed. You knew how to be funny and joke around too, and keep a good atmosphere for us at the warehouse and generally make life good for the workers. For a collaborator, you're not that much of a bootlicker, and are a pretty fun guy to be around, really. You're a pretty damn good cook, too.
Damarco Hikins: Handy, you're one of the people from the CWU who I miss the most since joining Civil Protection. You might not be able to recognize me on the street anymore, but I'm still looking out for the CWU, in a different way. I see you've gotten to be a senior worker lately. I'm happy you've found your place there, and I'm glad continuing to do well for yourself despite all the bullshit that happens in this city. Stay safe, Handy.
Arthur Roosevelt: You were a pretty cool guy. You might not be as old as you look, but you were like a cool grandpa to me back at the CWU in some ways. In general, you were nice to work with, and while we didn't interact all that much, I think the CWU is better off with people like you in it.
"Rome": The Union doesn't approve of humans seeing vortigaunts as anything more than slaves, and sometimes undesirables, but working with you has given me a lot of insight into what vortigaunts are like, and in general you yourself are very unique as far as vortigaunts go, having practically been raised by humans. You've been through a lot in your life already, and you're still young. Despite all that, you're able to do good work in the CWU, and haven't let your past in the city you're named after take over as hard as it could've. I just hope that you're doing alright nowadays, especially after the new Biotic Mandate and everything, and I hope I don't ever have to see you in the interrogation room, or worse, The Pit, given the current stance of the Union's government on Earth towards biotics.
Heinrich Tischer: One of the few good doctors of the CMU. I always figured you were a cool guy doing his best in the clinic, though I've gotten to know you a bit better after you helped out in an investigation into a corrupt unit, possible deserted. We've seen each other more since then, and you really are generally a cool guy, with a good heart, even though you know to be angry sometimes.
Yann Stephan: You've probably saved my life almost as many times as VICE-7 has. Given the current state of the CMU in City 24, you're probably the best doctor they have. Much like any good doctor here, you have your heart in the right place, and you're a nice guy to be around. You know when to take your job seriously, and you're very good at what you do. Hopefully you won't have to save my life again any time soon, but given my line of work, that's not very likely.
Cleo Cohen: I think my interactions with you started when you took part in a BRI experiment that involved eating chumtoad legs. We've interacted more since then. You're a pretty nice guy overall, and I hope your career in the CMU, as well as working the Clothier's Cafe, all works out well for you. Stay safe.
Andrej Iljin: A BRI nerd, and a fellow Russian. You're a bit too religious for my tastes, and for my idea of what the BRI's all about, but you seemed fun enough. Though, in some ways, you could act like a bit of a sociopath sometimes, with the kinds of experiments the BRI does that you were completely fine with. I might not like the BRI very much, but you were probably the most tolerable member of it, until you got fired (and no, Heinrich doesn't count as BRI in my mind, he never struck me as the type, despite being a member for a while).
Faction Relationships:
Civil Protection: I may have some reservations about what we do, and I do think that in a lot of ways, I'm essentially a class traitor. That being said, the actual people I work with in Civil Protection are my comrades, a second family to me. We're all devils and sinners who are all inevitably going to rot in Hell for the kind of shit we do, and our role within the current society on Earth and our current material conditions and dialectic, but I'll truly be damned if I allow any of my good comrades within Civil Protection to come to harm (even if there are certain people who I think probably deserve to get fragged, even by our standards).
Universal Union: My thoughts on Our Benefactors are difficult to put into words, a tangled web of different, often contradictory thoughts, filled with cognitive dissonance and introspection as to who they are and what they do. On the one hand, I think life under the Union is objectively better than the material conditions of Earth during the portal storms, and I do want to believe that any sufficiently advanced society in terms of technology and such has also socially advanced to compensate for it, but I also feel that the Universal Union may not have socially advanced with changing material conditions to a higher socialist, or fully communist society. If anything, they may be another brand of capitalist imperialist, who simply happen to have taken multiple dimensions under their control. Ultimately, I can't fully say that they're good or bad, since in a lot of ways, they're both, and I can't form a concrete opinion on them, since we know so little about what life in the Universal Union is like outside of their government here on Earth. They're mysterious, they're cruel, but they also improved humanity's material conditions following the portal storms, and they're my boss technically, so I shouldn't complain too much for the time being.
Civil Worker's Union: Ah, my old job before Civil Protection. We used to do a lot of good work in my time there. We may have a monopoly on labor in this society, which comes with it's own slew of problems, but my coworkers were generally great people who knew how to organize labor and to keep the city from falling apart. They're truly the glue keeping the city together, aside from Civil Protection and such of course.
Civil Medical Union: Again, you might have a monopoly on medical work in our society under the Universal Union, and you may not always be around, but I'll always respect medicine as a profession, and anyone willing to do this profession in order to keep people healthy and safe in our city, and you've saved my life quite a few times as well. That, and Alyosha is also a nurse in City 17's CMU, working to become a doctor, so I can tell that you guys tend to attract a lot of good people into your organization.
Bureau of Research and Innovation: The BRI may have had some good people working in it, but fundamentally as an organization, you're the definition of sociopathic scientists conducting dangerous and often useless experiments on people who just want to better their material conditions in our stratified society. You don't care about the cost of these experiments, or anyone who might get hurt or killed in them, and you allow people like Huxley to do whatever they want and get ahead in the BRI, while honest good people like Heinrich get fucking fired. You've helped us with valuable knowledge on alien wildlife that we fight, but I can't support an organization that's so fundamentally fucked in the head in how it operates and what it is. May be a bit hypocritical of me to say that, considering my own line of work, but that doesn't make it any less true.
Overwatch Transhuman Arm: So, this is what the Union wants humanity to become, eh? Their end goal for us? I have to admit, there's something about them that I have to respect, given that they're all literal automatons who do what they're told and don't really care about anything other than their directives, like a bunch of human computer brains. Still though, the thought of all of us becoming like this some day is, well, pretty damn terrifying. I wouldn't mind all the physical augmentations, but they take the sense of self away too, when they make a transhuman. If we could use this technology to physically better ourselves while maintaining our humanity, we would have a great future, but the Union doesn't want our humanity to survive the process, and that's frankly scary, that we may all stop being human one day, and just become a bunch of half-organic, half-machine drones. Oh, and also, one of you motherfuckers took my choco bar away that I got as a gift then punched me in the face. It was UU-branded, so fuck you guys, get your shit together. Now that I think about it, that incident only helps to solidify my feelings that we'd probably be worse off without our humanity if we all become like that some day.
Combine Civil Administration: You guys might pay us sometimes for escorting you around and such, but I truly believe that the CCA is a representation of a restoration of capitalist material conditions upon the entirety of Earth following the 7 Hour War. They're the corrupt partocracy that aims to replicate the conditions of the bourgeoise in our old society upon the proletariat, to keep our society stratified for their own benefit, despite us having access to the technology to make life better for all people. I can't tell you what the Universal Union is like beyond Earth, but if they maintain such a decentralized system on territories they see as theirs due to logistics or what have you, then I can easily say that Earth is probably one of the worst worlds under the Union. The CCA is human-led, and while they might maintain communication with the Union in some way, it's clear that they've taken advantage of the situation to restore capitalist conditions upon Earth and establish themselves as the bourgeoise. I'd say their method of ruling over Earth in the name of the Union is even fascist in nature, the rule of a strong state under the authority of a fascist party, combined with private industry conglomerates like Willard and Kaji Industries to exploit the proletariat for their continued profit, while maintaining an underclass of people to be exploited as slave labor through the use of xenophobia and humanist chauvinism, by keeping the vortigaunts as the slave class, a true example of capitalism in decay reinforcing itself through increasingly deteriorating material conditions in order to maintain their privileged position in our society. They may be my bosses, and I will continue to do as they ask me to, but if the tables are ever properly turned, I won't be sad to see them all go.
Loyalists: There are some respectable people among you, like Hoxworth and such, but a lot of you are just bootlickers to that same capitalist class in the CCA that rules over us, looking to improve your material conditions and seek a more privileged position, at the cost of our proletariat of Earth. Fundamentally, just like myself and my comrades in Civil Protection, you're all class traitors who step on the proletariat of Earth to get more crumbs from our CCA rulers than the rest of the population. It sucks, but I can't fault you too much, as I myself am a class traitor and I can respect the grind. But still, we've all gotten our positions through ill-gotten gains, even those of us who genuinely want to make life better for the average citizen, and there are people among you loyalists, and in my Civil Protection, who want to do this.
Citizens: The rest of us can say whatever we want about you citizens, but all of us used to be in your position once. Just the average proletarian wanting to get by in this society, doing what they can to ensure a comfortable living amid the social stratification and exploitation done to them by the CCA and their lapdogs, like myself. Some of you are great people, some of you are absolute fucking idiots, but I try to do my best to ensure you people don't suffer too much under the boot of the Union's Earth government, led by the CCA. At least not when I'm around to deal with crime in the city.
Slummers: The lumpenproletariat to the citizens' proletariat. Honestly, my feelings towards you guys aren't that different to my feelings towards any other citizen. You might hate us more given your position, and it's understandable to, but I think you guys are just as capable as any other citizen, and you've done a remarkable job surviving under the conditions you all live in. Some of you are also incredibly stupid, and actively malicious in some cases, but we're all human at the end of the day, I suppose, and living in squalor does tend to bring out the worst in people, with crime being more prevalent there and such. I can't fault you too much for it, but I can still dislike you for doing it sometimes.
Vortigaunts: Contrary to the opinion I'm suppose to officially have as a Civil Protection unit, I don't really hate you guys. I'm not a xenophobe, and I never really had it in me to have a proper hatred towards any of the aliens that came to Earth during the portal storms and after. My earliest feelings towards all the aliens, and by extension, your kind as well, was mainly fear. You were a new phenomenon, and immediately displayed your capacity towards inflicting harm on us humans with your powers. Aliens like yourselves were seen as dangerous unknown entities for a time, as we had no idea how to deal with you yet. Nowadays, since the Unification and your subsequent enslavement, we've had more time to adjust to our new reality on Earth, and I think we could find a way to reconcile past differences, so long as the CCA, or perhaps the Universal Union at large, would allow us to accept you as equals one day, which is rather unlikely considering they use your kind as a scapegoat for all of our problems in the classic reactionary tactic of dividing the working class to exploit them easier. For me personally, it took me some time to once develop the desire to speak with you as a people, considering my past bad experiences with Xen aliens during the portal storms. Once I got the chance to, however, I've learned that you're all people just like us, who just happen to be telepathically connected in some way, and who have the ability to generate bio-electricity for offensive purposes, and other, more helpful purposes. I've worked with some of you back in the CWU, and I thought all of you were generally pretty cool people, and while we're technically suppose to be enemies now that I'm in Civil Protection as your direct oppressor, I still try my best to avoid negative interactions with your kind, at least whenever the Rank Leaders and such aren't watching.
The Resistance: My time in Civil Protection has taught me that there is no proper organization among you lot to be found. You're the most sectarian idiots I've ever seen in my life, the only thing all of you have in common is your shared hatred of the Union, but you're all so antagonistically contradictory to one another with your goals and ideologies, that most of you can't do shit apart from bombing civilian infrastructure like the RDT, and actually making life worse for the average citizen proletariat of City 24. You guys suck. And while there may be people who claim to be socialists or communists among the many rebel groups, you're either incapable of assuming leadership of the city's rebellion, or are not real communists, and are just adventurists and opportunists committing terrorism and violent crime to exploit the slummers the way the CCA exploits the citizens. We're enemies both due to our societal roles, but I also genuinely don't mind killing you all for what you've done, and me being in Civil Protection gives me the ability and the resources to do so.
