I wanted to bring up a relatively minor topic for discussion that I might put in the "Suggestions" section if it turns out to be interesting.
While I was filling out a survey, an interesting idea came to mind. What if we could have block managers in the game who could allocate apartments to civilians and take care of the residential block's condition? This job would only be available to players with tier-3 or 2 and a clean criminal record. Of course, civilians would need to be at an appropriate level to get an apartment in a given district. They would also need to pay rent to the block manager. The payment deadlines could be set in advance so that civilians could pay on the same day, and the managers could transfer the payments to the MOC. During payments, managers could record in their computers and/or tablets information about who paid, the amount, or general information about the resident of a given apartment. (Of course, not everyone has the time to log in and make a payment at a specific hour.) So, the terminal could have an automatic payment setting so that managers could receive information in their tablets about which resident has paid through this system.
The current system for obtaining apartments is a bit flawed because there are a series of apartments that do not exist on the map, causing some players to lose 35 credits due to this error. (I'm not sure if this has been fixed or not.) However, the payment system could remain as it is since no one seems to have major issues with it.
