I wanted to bring up a relatively minor topic for discussion that I might put in the "Suggestions" section if it turns out to be interesting.

While I was filling out a survey, an interesting idea came to mind. What if we could have block managers in the game who could allocate apartments to civilians and take care of the residential block's condition? This job would only be available to players with tier-3 or 2 and a clean criminal record. Of course, civilians would need to be at an appropriate level to get an apartment in a given district. They would also need to pay rent to the block manager. The payment deadlines could be set in advance so that civilians could pay on the same day, and the managers could transfer the payments to the MOC. During payments, managers could record in their computers and/or tablets information about who paid, the amount, or general information about the resident of a given apartment. (Of course, not everyone has the time to log in and make a payment at a specific hour.) So, the terminal could have an automatic payment setting so that managers could receive information in their tablets about which resident has paid through this system.

The current system for obtaining apartments is a bit flawed because there are a series of apartments that do not exist on the map, causing some players to lose 35 credits due to this error. (I'm not sure if this has been fixed or not.) However, the payment system could remain as it is since no one seems to have major issues with it.

It's an idea we toyed around with in the CWU when I was a manager but ultimately like store owners I think it'd be one of those things that's interesting in concept but probably not particularly fun to play.

To introduce something new to the game that could enable new types of role-playing (RP) and situations that people could encounter.

I agree somewhat with the fact that for a while, the job of a building manager will be interesting, especially when tasked with evicting someone for not paying rent or taking valuable items from them so they can stay a bit longer. However, I think it will become like many other jobs where one day there is something to do, and the next there is not.

To add more depth to this role, we could require that residents must get permission from the manager to have furniture in their apartments, or the manager could conduct unannounced inspections. The latter could lead to a lot of interesting interactions.

As interesting as it may be, that's a niche in my opinion, I can guarantee you it'll be okay for a while, then the activity will drop and the strain of getting a hold of a "Building Manager" as you're proposing, would fall as lacklustre as it is now finding a Section Manager for a store. But, this is just my opinion and I welcome being proven wrong otherwise, but this to me feels more like making job opportunities where there is already something in place to handle it.

Such a situation will likely arise. Regarding CWU or CMRU, these are jobs where there is always something happening, which is why people are drawn to them. However, for the role of a building manager, more authority would need to be given, and some tasks taken away, to prevent the job from becoming boring too quickly. It is clear that this cannot be purely paperwork, but at the same time, it cannot be turned into something like a secret police force tracking people.

A test could be conducted to see how this might work, but from an administrative standpoint, it might be a bit challenging to implement. However, it would be worth trying something like this, perhaps by introducing an event in the game related to the MOC.

Even better, any citizens who don't have an apartment get charged with vagrancy by the Civil Protection. We need set curfew times so people are forced to use and get acquainted with the places where they live, and if they just want to be homeless brokies and cheat the system they get actively beat, punished and mugged for it by the thuggish city-police.

100% agreed, fuck civil terminals (somewhat). We have 70 players on this server day in day out and we need to have more player engagement by having things be player-operated for the maximum amount of humanity. In the Soviet Union and in 1984, there were block apartment managers who were notorious in the system and created all sorts of engagement with the people, for bad or for worse, but still, engagement nonetheless. Who doesn't wanna see that in a dystopia RP?

I must admit, the main issue with these apartments was well addressed in your post. After thinking about it for a moment, I came to the conclusion that our posts together would effectively solve this problem and they could introduce something fairly significant. I like it.
 
+Support for this and Neonity's rework. The latter has been listed as accepted for as long as I can remember. Lets get moving on this please, more player interactions are a good thing.
