Loyalists to the cause of the Consul. Individuals who, by exceptional service in another faction or simply having signed up to be one, are the talking heads of the Consul's regime. Liaison Officers are the true collaborators, and the only people in the city who are entitled to luxuries akin to a Genevan loyalist.

City One Conscripted Stabilization Force

The Combine have utilized Conscription ever since they took control of Earth, however, Conscription has become a little less common in recent years as the Ascension project made OTA more prevalent.

Compared to the European cities, Conscription is far more commonplace in the US. Conscription in the US is rarely voluntary, Misbehaving citizens often find themselves Conscripted against their will and sent to deal with threats beyond the city walls. Occasionally, normal citizens are randomly selected for Conscription.

Rarely, a citizen may choose to volunteer for Conscription. They might get an increase in status as a result of their service, but the dangerous work often outweighs any benefits one might get from their service.

Conscripts are meant to be expendable, they are disposable units the Combine uses to scout and deal with things within the vast wasteland beyond the city.

The largest resistance group within the United States. The ‘Patriots’ are a resistance group consisting of US citizens and members of the US military that evaded capture by the Combine. The group was created shortly after the Seven-Hour War, and has been actively working towards the downfall of the Combine within the US for the past few years.

A little over a year ago, the Combine successfully destroyed the biggest threat to their rule in the United States, the Xenian Malignancy Zone. With the XMZ destroyed, the Combine has begun to focus on completely eradicating the second greatest threat to their rule; The ‘Patriots’.

The Patriots must now avoid being completely destroyed by the Combine, perhaps the only way to do this is to begin the uprising within the US.

The Vortigaunts (WHITELIST REQUIRED)

The events of New Frontiers took place around a year and a half ago. During this event, the Combine had managed to launch a missile with a radioactive payload at the heart of the XMZ during the finale of the New Frontiers event, neutralizing it and ensuring it could grow no further.
Conscripts were responsible for defending and ensuring the launch of this missile, while members of the Patriots tried and failed to help the Vortigaunts in preventing its launch.

After the Vortigaunts and Patriots failed to stop the launch of the missile, the Grand Elder known as the Master of the West self-destructed within the missile’s launch site, an underground “Ascension facility”.
Following New Frontiers, The Combine began to capture large quantities of Vortigaunts fleeing the XMZ, among the many Vortigaunts to be captured was a High Elder, the leader of the Vortigaunt tribes in the US. This High Elder was captured and sent to City 1 alongside many of their kin.
Only a few Vortigaunts evaded capture, among these surviving Vortigaunts was a Shaman. This Shaman has called for aid from tribes across the globe in hopes that they might find a way to free the High Elder and the rest of their kin from imprisonment.
How exactly the Vortigaunts plan to do this is a mystery; they may need to work with the humans to achieve their goal, or perhaps they will choose to attempt this on their own without any outside help. They simply must ensure the High Elder escapes at all costs.

The leader of the Vortigaunt Tribes in the US, they have been captured and sent to City 1 (perhaps they have managed to keep their status as High Elder a secret from the Combine, so they are treated as a normal biotic).

The Shaman (0/1)
One of the few Vortigaunts to evade capture. This Shaman has sent out a call through the Vortessence to Shamans across the globe to call for aid in rescuing the captive High Elder. They serve as a co-lead of sorts.

The Civil Protection in City 1 is under orders to keep the population oppressed, obedient, and productive, even more so than usual. Unlike most other forces, they wear signature yellow armbands.

Grigory Kozlov is a 29 years old, psychiatrist working at Green Haven Correctional Facility. He was born in Kazan, Russia, and lived there until he was 11. His whole family moved to New York due to his father being a heart doctor. At first he didn't speak much english and missed his friends. But after a while, he started to get used to his new life within the US. Grigory parents always told him that his eduction was the most important thing and Grigory liked learning. So after High school, he began studying psychology in college and then went to a medical school to become a psychiatrist. He wanted to understand why people behave the way they do, during his training he worked at few clinics, before receiving a position Green Haven Correctional Facility. He wasn’t sure about it at first. He thought maybe it would be too dangerous or depressing. But he also knew that a lot of inmates had mental health problems, besides he thought that this position could bring him experience to booster his career. So he took the job, thinking maybe he could make a difference.

Yir'Tal'Vraht was once the quiet keeper of the geothermal springs that bubbled gently along the edges of the Luminous Fissure in Xen. For cycles uncounted, he nurtured the delicate crystal flora that grew there,resonant blossoms that hummed in with the Vortessence itself. His days passed insolitude, communing with the pulsing energy beneath his feet, and sharing teachings in low tones with younglings and wandering kin who sought clarity. Through stillness and service, Yir'Tal'Vraht found harmony within the endless weave of the Vortessence. It was during one of his deep meditative trances that the Voice of a Vortigaunt spirit long since absorbed into him and reached out to him. The Voice spoke of fracture and coming fire, of a time when all would be tested.



When the human rift tore open the skies of Xen, Yir'Tal'Vraht and his cluster of kin took refuge within the deeper layers of the xen. But escape came swiftly and without warning, drawn through portals flaring with instability, they were scattered across Earth. Yir'Tal'Vraht found himself adrift in the rugged northwest wilds, accompanied by only a small circle of his tribe. Over the years, they wove themselves into the edges of nature, hidden from the eyes of enslavers and tyrants. Even during the Combine's rise, they avoided detection, living among old pine groves, building stone circles as focal points for Vortessence communion. But peace is rarely permanent.

During and after the events of New Frontiers, most of the tribe had been lost, including the High Elder. Together with a handful of remaining vortigaunts, they sent a message across the waves of the Vortessence, seeking aid in freeing their High Elder once more.

Is what you would've heard having asked the average medical intern in the smog-filled Industrial sector of City-24 of who this woman was. Stopping to help those in need and going onto seek employment within the Medical Union to do what she did best and help those in need. Taking time out of her day to be a shoulder to lean on as well as making sure your woes were heard as she tried her hardest to resolve them.



That's what you would've heard in Industrial-24. Back before it collapsed and she was moved around the world like an grand game of keep-away. From Industrial-24 she ventured, from the rotted and unexplainable docks of Industrial-46, the winding back alleys and bureaucratic jewel of City-8, the abandoned and frost swept husk that was Terminal-7 culminating in her inevitable return to the Swiss Capital of City-24. All the whilst leaping her own hurdles and ordeals, all of which when confronted for help swatted away with a nonchalant "I'm fine".



There it was in City-24 the cracks began to show. That of the rotten structures foundations began to give way. It began with one of her closest friends toiled into a gambit for power, then another one slowly pulled into the elaborate and deathly dance that was the Collaborator's Party. Slowly and surely the establishment's hooks dug into her and her companions surrounding her. Awarding them with power, prestige and luxury whilst others toiled in their place. All they had to do? Nod and smile blindly to the regime.



And what they received? The one roped into the gambit awarded to the illustrious office of Vice-Administrator, the one who was timid and hesitated at the last moment, cast out by her so-called friends to slump around her workspace and luxury apartment others would toil away for, the young fool, awarded with the position of First Secretary of that web of backstabbing, lies and deceit and Stephanie herself, the burden of Medical Union Director. Responsible for an entire districts welfare and health, with a phantom hook embedded into them all as their delicate states all began to fray and unwind between them all, their personalities and attitudes on the world being remolded into the Regime's vision.

Slowly but surely the Regime re-molded Stephanie in their light. Turning that once welcoming Intern into yet another cog in the machine. Then again, it'd been like that all along for her. Ever since Earth's so-called 'Ascension' when she was still but an infant. Taken away and placed into a place of 'Education' and 'Enlightenment', never to properly meet her real family instead latching onto a scientist from City-32 and that same Vice Administrator now disgraced and cast out by that very same party, both of them being her role-models and examples in her path, although she doesn't listen to them as much as she used to now. Instead throwing in with that very same party who casted out one of them as well as one of her closest friends without a second thought.


Character Stakes:

You see, ego is a thing that if left unchecked can consume a person. Dismissiveness, being uncaring as well as believing you're owed everything when in reality you've earnt nothing are all tell-tale signs. And ego is exactly what drove Stephanie to City-1. Her interest piqued in a tent in a work camp out in the battle-scarred ruins of City-24 by a jump suited and silver-tongued representative. Mentions of such luxuries as an office, private workspaces and collaboration with some of the finest medical and scientific minds of the last generation all culminating in yet more prestige and power to her name, yet more hooks sinking into the Director.

And hooks that pulled her in. So she leaned into those hooks, sending a hail to City-1 with an interest in assisting with their so-called 'Summer Vacancies', thinking she'd be working on menial progressive assignments or assisting medically and overseeing public health.

Backstory:

Josh Jones, born in 1969,Pittsburgh, grew up in wilkinsburg streets, in a family with a problematic alcoholic father, in a modest house.

At 8 years old a tragic event happened: A fire started inside his house and slowly consumed the house while his mom was doing house chores, his dad was busy drinking and he was inside his room doing homework in a cloudy evening. No one noticed it until it was too late. After hearing strange noises, he tries to leave his room but as soon as he opens the door, a dark smoke and a overwhelming heat invade his room - he is trapped inside. The fire is slowly consuming the room and he is curled in a corner, crying, when a firefighter sundenly appears on the window calling for him. He goes to the window and the firefighter manages to snatch him and bring him to safety, carrying the crying child away.
As the firefighter brings him to the firetruck to get checked, the then 8 year old josh hears his father saying: " I wish it was the idiot instead of my wife!" while burping and crying. Later,he would find out that his mother had died in the fire inside his kitchen while preparing dinner.

As a broken teen in almost homeless state, he was determined to prove to his father he wasnt useless and graduated high school with great grades. Even so, his father ignored the feat from his son.

After a few years of working at the local macdonalds, he stores enough money to abandon his father and move to new york, in a miniscule apartement, where he then worked to become his heroes, the firefighters. After a bunch of different exams, he manages to pass all of them and at 24 he joins the new york fire department, where he worked until the tragic Resonance Cascade.

After days of surviving what looked like the end of the world, he and more survivors escaped by boat and ended up in providence, where they made a settlement together with many other survivors. Three years passed, and he is now a militia lieutenant. Even tho he was a firefighter before, after the resonance cascade he took a liking in protecting people, which fueled his will to become a guard, which he did, and went on to become a lieutenant.

Born into a vindicative, neglectful and privileged family which gave him whatever he wanted whenever he wanted, his mother was vindicative and narcissistic with the time she spent with his father, divorcing in Nineteen-Sixty-Eight spurring from his father spending all his day's at work or away from h1748752453313.pngome doing god-knows-what with his share-holders, his grandfather's dynasty had granted his father the reins to his company and his inability to take a resemblance of responsibility, the endless benders and his cold-blooded apathy was making the company he'd ignored his own *flesh-and-blood* for tail-spin into the deep-end by the time of his deathbed, where Elias inherited his company.

The solemn thirty-something year old man by-now was obsessed with getting back at his 'druggie' father, craving the authority he never had-- the power he /needed/ to fulfil his ego-- the time spent with his father's employees-and-cleaners around his house only ruined his view of the average 'citizen' with him perceiving the people who were 'lower' than him as servants, butlers and otherwise.

The monetarily-privileged life he was gifted destined to have-- did not grant him much financial wisdom however, with his company continuing to plummet as he ignored the advice of his shareholders and his board, opting for more direct measures of saving *his* company, *his* lifeblood-- he was going to /save/ it all.1748751544279.png
Two-Thousand-and-One rolled around and yet his company was borderline going into the red, his unwillingness to listen to anyone else but himself proved futile and the corruption he'd partaken in to prolong the life of the husk of his corporation was futile.

Violent outbursts, lawsuits and the ever-increasing corporation was driving his company into his company into the red, he was begging for a second chance, if somebody was out there, a god (if there was one), to hear his cries and grant him mercy! "Please, oh please! Let me do it all over! I'll do it all over!" The ever-increasing turmoil further derailed his mental state and as much as he wanted to rebuke it -- he was becoming his father all over again, and yet? His prayers were answered, *it* was coming, and the only thing he needed to do was survive.

They came in irregular waves and scrambled to kill the first person they saw, the gunfire and the screams were alien to someone as coddled as himself, the fire, destruction and chaos of the Xen infestation proved too much-- far too much, who the hell cared if he engaged in corruption? He was trying to "-save his company, save his employees-- save his life!" And yet he took the first military escort out of New York before-long, hiding out in Quebec with his sickly grandmother. The portal storms raged on for so long it became like rain to him, he didn't care about it anymore, the gunfire, the screams of the people around him, *he* was trying to save *his* life more then anything else, and no matter how he justified it in his own mind, he was a /coward/. A path that propelled him soon-enough to the Combine. It came in droves-- orchestrated, rehearsed military tactics that before-long granted it access to the entire world, they hitched the first train to a rebuilding City-One, this was his /second-chance/, the one he prayed for! It was not long until he worked himself to a tier higher then the rest-- he /always/ saw himself was a tier higher than the rest. The shit, the scum-- the /dogs/ who were plaguing his city-- he saw knew it all first-hand, and he was ever-increasingly radicalised as the 'people' around him treated *him*, of all people as some-sort of 'common-man', but he wasn't a commoner-- he wasn't his father- he wasn't his stupid, uncaring grandfather or his mother-- he was /him/, a leader-- a leader who had to be stone-faced, uncaring in the face-of-death, cape-draped on his back and it was at that time he met the Consul, propelling him into even further delirium about what was right-and-wrong, his silver-tongue hypnotised him further into not caring about those down-below, the men in the slums brought it upon themselves when they decided to dive head-first into a life of backwards-thinking and terrorism, he was being prepped for District-Administrator and he wanted that title, no matter how meaningless it was to him. He needed that power, that authority and the endless lined-up soldiers ready to /die/ for him and the Consul.

Elias got his second chance at leadership, the corporation had only padded him, filled his gold-leafed patterned vest with Kevlar for this City, the disgusting, decaying realm of nothing but melancholy and crime before him, and when he got in that seat? The endless monitors beaming on his face, begging him for an announcement. He was going to declare a new City, without the cavities, and he wasn't going to throw it away like his father.
He was going to do the right way, without the sickly old men in chairs trying to command him on what-to-do, the young minds of New York-- raised in this city, /born/ in this city knew what to do, what-to-think, and what-not. He was going to grant them paradise.

And he thanked the Consul dearly for it.

TAP-999, also known as Anastasia Kuznetsova, is now a seasoned Protection Team officer from City 24, having quickly risen through the ranks of her Garrison. She was born in Moscow, Russia but was raised within the Combines education system and suffocating grip of City 3. Her brother, a loyal Civil Protection Unit, was killed in action—a loss that hardened her resolve and deepened her devotion to the Union. Over the past few months, she has become known for her straightforwardness, boderline workaholic determination and bloodthirst. She has carved a name for herself inthe rebel scene, even personally leaving them on their relay:
"I have been removing you one by one, killing you and your friends. If you are reading this: Watch your backs as well. An enemy is an enemy until the last breath.".
However, beneath her cold and unemotional helmet, there is someone cracking from relentless exposure to grief, silence, and suspicion. Her unwavering loyalty masks something far more fragile.

Anastasia has requested assignment to City 1 under the guise of professional merit—now having a wealth of experince that's allowed her to rise to intention 1 so quickly. In truth, this will be an escape. The weight of her brother’s death, the cold treatment by fellow units, and the suffocating atmosphere of City 24 have worn her thin. Character Backstory:
A survivor of the Fort Collins disasters in the wasteland outside City 21. Terrance was originally a lost refugee who had escaped the city with little more than some Civil Worker's Union experience and the clothes on his body, though he quickly met and joined a mini-refugee group consisting of himself, Henrik Conrad and Clark Mitchell. It took all of a week for him to build a reputation as reliable and sensible support for many different groups, tending to assist Patriots, refugees and vortigaunts outside of the Conscripts' sphere of influence.

The flip-flop nature of allegiances and priorities costed Terrance several things: his friends, his belongings, his house, his belief and trust in others. It eventually caused him to set forth to another promised land with refugees Clark Mitchell, Artyom Smirnov, Audrey Smith, and Nikolai (last name unknown) in tow, once the wasteland near New Hope was becoming wholly uninhabitable.

Just by dumb luck, he happened to come across certain Combine-related elements such as the Conscripts, a handful of Civil Protection officers, and some scientists(?). A harrowing escape attempt ensued as they tried to avoid the downfall of their own actions, but he eventually made it out with that group on a Razor Train. Presumably due to the trust he gained and the value he provided towards making that escape, he was permitted to leave with his group some time before the train arrived at another city, to make a new life, one that was hopefully more peaceful than what came before.

Some time after, he found himself stuck on a supply train headed to City 1, making use of similar methods he'd used to escape such trains to begin with. He had been moving by his lonesome for some time, carrying all the supplies he'd ever needed on his back since he didn't want a repeat of the incident that costed him his home (thanks to a certain Armored Personnel Carrier). He hasn't figured out just how much trouble he's gotten himself into, but he plans to escape this city. After all, escaping City 21 years before was by far the easiest of the troubles he ended up facing.

This entire opportunity quite literally came from the skies above; at least he hoped that was where all these creatures came from- God-forbid they'd been fermenting below the Lord's land for countless millennia.

No, Cooper Lee White was a cheating, hard-boiled backstabber of a so-called man that had only one concern now that the world had become what it was: his own survival. He had to look the part, maintain the illusion of control, don't let them know the things that rattled his mind; the thoughts of a higher-power, higher than their so-called new rulers. Blasphemy in their perfect society, a society he himself alone was tasked with maintaining.

A shepherd to the lamb, he would be the one to ensure the parting of the great-sea of their walls held no undesirable results, for he was the one chosen for such a plan.
