The farther you are from the sender of a radio message, the more it's replaced by "-" because of signal falloff
There could be two types of radios, a CP/OTA radio that's higher quality and doesn't have as much falloff, but also a lower-grade one that's for Loyalists (and eventually anticitizens if they find them)
For example:
A player sends a message from across the map, it being exactly "Hello there, my name is Citizen."
The receiver sees the message as "H---o --er-, -y n--e is -iti--n"

this idea may not be that great because of how small city 24 v2 is, so alternatively there's other ways to do this rather than range.
sewer systems may have less signal, but it's still intelligible.
jammers can block a message if it's in range.
interceptors, based on my very limited knowledge of lua, if a player sends a message, a 'line' is sent to another player, in which if this line passes through the radius of an interceptor, the message is broadcasted through the interceptor. additionally, it could also just simply broadcast the message that has been sent in the radius of the interceptor. my knowledge of lua is limited, so that might've just sounded extremely unrealistic.
