from my perspective(or anybodys), you can't call this a event (or a well-functioning beta) when most you do is talk, run around.
You're wanted and stuck in the QZ? well fuck you! Cause you're left at the mercy of staff to give you anything.
Most fun I had was... I never had any fun.
Citizens have it a bit better, since they have like 3 more people to talk to and no staff spawning zombie NPC's on their heads. (plus more things to roleplay)
how to fix this?
do events, come up with something that'll give people a bit of roleplay. Dont make them forced
if you're gonna bomb the qz with NPC's atleast let players search places for weapons and shit
Make things a bit more common to get (food, meds etc)
Do what TN did, i think. drop crates with shit after trains pass by.

Please think about this instead of locking this after 4 replies.

you just joined yesterday...

"do events, come up with something that'll give people a bit of roleplay. Dont make them forced" There was mini events to rebuild locations, but that was before you joined, people could also steal the resources which personally i haven't figured out what they can do with it, maybe sell them to the smuggler for chips.

"if you're gonna bomb the qz with NPC's atleast let players search places for weapons and shit" There's the garbage bags that can contain materials, as for guns, you just gotta level up your skills and gather materials to be able to craft stuff

i dont need to play since the start to point out the issues, and have a opinion about the "event".
plus. im talking about the QZ, not the city.
Oh yea, i surely will grind the couple trash bags and make myself a weapon! You realise not everybody wants to grind 24/7? Plus the trash drops anything barely useful (in low quantities).
Terranova was absorbed by willard. What's so wrong about doing what another server did? It's not stealing a event or anything, just a minor way of giving players supplies.

Zombies give you food in the form of headcrab meat., also the QZ is a dangerous place clearly... Why go in without a weapon on the first place? If you were here for the start you'd have seen the notices warning of infection.

And how are you supposed to get a weapon? There are no materials to scavenge.

There are trash piles in the city, the QZ, around the trainyard and in the sewers. Thing is this is supposed to mimic the dynamic of the full release, where there will be no permanent sewer rebels due to the gas, problem is some higher up staff are "upset" people are getting into QZ and sewers "without RP" as they put it, so they're blocking it off and setting up turrets instead of making the QZ and sewers dangerous. Aside from the trash piles, like I said, the dynamic is supposed to mimic full release where most "rebel activity" will be planned and handled within the city, using the sewers as a way to travel, hide, meet vorts and use smugglers. Since you'll mostly be in the city, you'll have access to the stores and whatnot.

TBH I'm not exactly sure how they want people to "RP into QZ" they just say there's no RP 🤷‍♂️

The more we reduce admin intervention altogether is always bound to due good. Willard staff have seem to have accepted that there needs to be admins on for anything to happen. I've played on servers, both on and off gmod where admins were never required for anything other then for people needing information or getting stuck in something.

Adding gas to the sewers is a good start to this.

I am going to give the most basic reply ever and sum this up for you (Or attempt to... don't expect much):

  1. If you haven't noticed... there are citizens with weapons in the QZ who got them from the QZ via RP/mini-event means. Not all staff are going to run events. Some are purely moderation, so don't expect events from all staff members because you will most likely get nothing
    1. Weapons are pretty much not really acceptable as a reward for events. If you want a gun mainly... you have to steal it or craft it or smuggle it in. In the main server... weapon spawning will be pretty much looked down on.
  2. There are a few caches that do get dropped into the QZ. You have to find them and be on at the right times to get them. At least 9 of them have been dropped since the beginning and players have gotten them hands on them for food, water, materials and other such supplies.
  3. Out focus on this beta is the Citizenry, so they are getting a lot more attention from us. We are avoiding the V1 problem where rebels were the only ones getting events and became a pain in the backside than anything good. We have basically done our best to avoid Rebels for this event.
    1. In the main server, you are expected to stay on the surface because the gas is a way to stop any form of rebel group from forming underground and then proceeding to circlejerk down there. Willard's aim is to destroy the old rebel mentality for good and create a whole new form of rebel rp in the city itself.
  4. QZ is meant to be dangerous and should only really be running into it... with a weapon. Not walking out of it with one though that is still possible as mentioned in point 1.
    1. This is another thing the main server has planned where the underground is going to be infested with zombies. Gas is not the only problem you have to face. You either accept the fact the city is safe or head underground to possibly go die to the gas or the undead.
  5. Gaining food, meds, drinks, etc. All has to be done via skills when you pick the Rebel route. You need someone with cooking, crafting, medicine, smuggling, etc just to survive. This is by design. Willard isn't some generic ass hl2rp where staff feed you stuff, you the player have to think outside the box and use the RPG and automated elements provided to you to survive.
In the end, the staff are not all event peeps, and thus they won't be running around doing events. We have done our hardest to make sure that most systems are automated and require no admin intervention of any kind. That is the whole point. Staff are here to help with moderation requests, keep the server clean and all that while only a few do what they love doing and do little events or chit chat characters for players to interact with.

If you are expecting the staff to just feed you events and weapons all the time. Then you are in the wrong community and the wrong server. Sounds harsh, but I am being truthful here. Willard has all these new dev features in place to remove a lot of "work" from staff and handing it down to the players.

My final point I really want to make clear.... RebelRP needs to rid of this mentality of having to "live outside the city" whether it be the underground, outlands, canals, QZ, etc.... this idea of "Oh lets just go sit out in the Underground or QZ for a while" is the exact opposite of what Rebel RP should be. Rebels should be living among and interacting with the populace, using stores just like anyone else and generally living as a normal member of society, while in the background, they are just building up resources, heading into the QZ and underground on expeditions to grab additional supplies and then returning to their home in the city where they may secretly meet up with their gangs and all that.

You the player can make RP enjoyable for yourself... it is what you make it. If you are not having fun, then the event could be an issue, but at the same time... maybe the style of RP you have chosen doesn't fit in with the Community Standards and Design. Many players in the City are finding a few things to do, chatting to one another, challenging each other to a game of chess, enjoying talking to the CPs, doing the occasional workshift, getting a small event every now and then, interacting with staff chit chat characters which may offer them something to do in return for good RP, etc.

In the end, RP is what you make. It can either be fun... or it can be boring. Really depends the style you go with. Since I know there are still some players that would rathe sit around waiting for their friends and simply avoid every other character making RP boring as all hell for them. RP requires you to interact with the world in order to gain something. It won't just be given to you on a silver platter.

To add on to what Robert said: right now rebel RP is far from anything it will be on the final launch, mainly due to the difference in map. There is no 'slums' area on this map that the Combine do not go into and where you as a citizen can freely walk in and out of. There is really only the equivalent of a 'sewer' area (being the underground and QZ) where you as a citizen can go and the CP only do sweeps if required, but it is dangerous to live (actually not a fully correct comparison: longer-term living in the QZ is somewhat possible, but ok).

In the end, this is a beta, and in beta's we want to test specific things. Focus for this beta was the Combine factions and how they function plus the citizens in an RP setting. There is some further testing of crafting and smuggling going on on the side. This all will only last another week (with the situation somewhat changing up in the next week) before it is shut down again.

For the main server, to address your points:
  1. There will be no QZ on the main server, only sewers with xen spores. There is no need for staff to spawn NPC's here to make it 'dangerous' and prevent too many people from gathering. Gas system limits your time inside and how often you can go in, while the map design in general caters to players confronting each other.
  2. Rebel groups will naturally form on the main server due to the addition of the slums and much larger sewers. Most stores have some hidden room as well to allow them to be fronts for rebel groups. Some apartments also have a hidden area to further encourage this.
  3. You have plenty of options to craft weapons, or buy them from other players. On the main server this will only be more so once crafters and smugglers get properly established (tied in to the previous point).
  4. Food is already provided via headcrabs. On the main server there is no big barrier between sewers, slums and City either, so most people can just continue to use rations and stores. We are looking into adding additional means to get water. Medicine is fully craftable and available via smuggling.
  5. As rebels aren't really part of the current beta test due to 2 weeks not being long enough for groups to properly form, there is little focus on events for them. Expect this to be different on the main server (plus there is the 'official' rebel group who basically have the task of giving out tasks in exchange for rewards)

I'd like to read and possibly contribute to this. Where is this group mentioned?
