I am going to give the most basic reply ever and sum this up for you (Or attempt to... don't expect much):
- If you haven't noticed... there are citizens with weapons in the QZ who got them from the QZ via RP/mini-event means. Not all staff are going to run events. Some are purely moderation, so don't expect events from all staff members because you will most likely get nothing
- Weapons are pretty much not really acceptable as a reward for events. If you want a gun mainly... you have to steal it or craft it or smuggle it in. In the main server... weapon spawning will be pretty much looked down on.
- There are a few caches that do get dropped into the QZ. You have to find them and be on at the right times to get them. At least 9 of them have been dropped since the beginning and players have gotten them hands on them for food, water, materials and other such supplies.
- Out focus on this beta is the Citizenry, so they are getting a lot more attention from us. We are avoiding the V1 problem where rebels were the only ones getting events and became a pain in the backside than anything good. We have basically done our best to avoid Rebels for this event.
- In the main server, you are expected to stay on the surface because the gas is a way to stop any form of rebel group from forming underground and then proceeding to circlejerk down there. Willard's aim is to destroy the old rebel mentality for good and create a whole new form of rebel rp in the city itself.
- QZ is meant to be dangerous and should only really be running into it... with a weapon. Not walking out of it with one though that is still possible as mentioned in point 1.
- This is another thing the main server has planned where the underground is going to be infested with zombies. Gas is not the only problem you have to face. You either accept the fact the city is safe or head underground to possibly go die to the gas or the undead.
- Gaining food, meds, drinks, etc. All has to be done via skills when you pick the Rebel route. You need someone with cooking, crafting, medicine, smuggling, etc just to survive. This is by design. Willard isn't some generic ass hl2rp where staff feed you stuff, you the player have to think outside the box and use the RPG and automated elements provided to you to survive.
In the end, the staff are not all event peeps, and thus they won't be running around doing events. We have done our hardest to make sure that most systems are automated and require no admin intervention of any kind. That is the whole point. Staff are here to help with moderation requests, keep the server clean and all that while only a few do what they love doing and do little events or chit chat characters for players to interact with.
If you are expecting the staff to just feed you events and weapons all the time. Then you are in the wrong community and the wrong server. Sounds harsh, but I am being truthful here. Willard has all these new dev features in place to remove a lot of "work" from staff and handing it down to the players.
My final point I really want to make clear.... RebelRP needs to rid of this mentality of having to "live outside the city" whether it be the underground, outlands, canals, QZ, etc.... this idea of "Oh lets just go sit out in the Underground or QZ for a while" is the exact opposite of what Rebel RP should be. Rebels should be living among and interacting with the populace, using stores just like anyone else and generally living as a normal member of society, while in the background, they are just building up resources, heading into the QZ and underground on expeditions to grab additional supplies and then returning to their home in the city where they may secretly meet up with their gangs and all that.
You the player can make RP enjoyable for yourself... it is what you make it. If you are not having fun, then the event could be an issue, but at the same time... maybe the style of RP you have chosen doesn't fit in with the Community Standards and Design. Many players in the City are finding a few things to do, chatting to one another, challenging each other to a game of chess, enjoying talking to the CPs, doing the occasional workshift, getting a small event every now and then, interacting with staff chit chat characters which may offer them something to do in return for good RP, etc.
In the end, RP is what you make. It can either be fun... or it can be boring. Really depends the style you go with. Since I know there are still some players that would rathe sit around waiting for their friends and simply avoid every other character making RP boring as all hell for them.
RP requires you to interact with the world in order to gain something. It won't just be given to you on a silver platter.
