For some reason he thinks that Smuggling should be exempt from this, I think it's silly. If any skill has a case for being exempt it's speed due to it's ubiquitous utility but there's no reason to make any skill immune to this system.
It's a balance feature that skills are capped behind a global level cap. While it's possible that someone could become a professional level 50 in three or more skills, it's balanced to make people more realistic characters, otherwise everyone would grind to max out skills and become, compared to new users, OP.Why doesn't it make sense tho?
