Increase CP Minimum For Crimes

Preface:

Currently, 4 CP units minimum are required to commit crimes in the city. Meaning anywhere out of the slums/sewers such as the streets, apartments, RDC and faction buildings.

The Problems:

I think the 4 CP minimum is a little outdated. It was made in a time when rebel gear like guns and armour was much harder to obtain. Meaning, CP's in the city were up against lower tiered opposition for the most part. However, now higher end gear and assault rifles are much more common place. With most CP units not having access to matching tier weapons of their own. The overwatch and CP advantage should be their numbers outweiging the rebels, as opposed to matching tier gear. Numbers they don't have on the current minimum. As of now, any rebel group could easily await the minimum and completley roll over the city. Additionally, I think CP activity has surged since this rule was written, making issues of lack of activity null and void. As i reguarly see 6-10 CP's on in times that were once pretty dead for the faction.

Proposal:

I propose two options. One being to double the minimum to 8. While I think this is more than fair due to that being the typical round about number for sweeps, as well as the gear obtainability increase, I know some may disagree due to it being a little on the harsh side and a dramatic increase. So I also propose an increase to 6. A middle ground between what we currently have and my hard push of 8.

Pro's and Con's

Pro's:

1) Makes it fairer and more balanced for CP faction members to put up a fair fight.

2) Gives city players and loyalist characters better security and a more immereive envoirnment where the city actually feels "safe".


Con's:

1) Makes it harder for low tier rebels or criminal like characters to commit petty crimes in some cases.

2) Certain timezones may suffer if activity from CP's decline.

Final Notes:

Please leave a comment letting me know what you think. Whether it should stay the same, increase to 6 or increase to 8. Or maybe you have a different number in mind?

I would prefer if we kept minimum 4 CPs for non-violent crimes and 6+ for things like shotcops, assassination attempts or similar. This gives the city some action on low server population while not really harming characters as people abuse low numbers to attack the city or so.
 
Imo this is more treating the symptom rather than the disease.

I find the answer to be in addressing the inherent balance deficiency in the rebels, rather than turning CP's up to 12 as well in order to counter it. Two wrongs dont make a right and such. (Webster dictionary states my opinion counts as fact)

Im more inclined to agree with this, the separation of what sort of crime can be committed based on units on. Because one has to remember, if you shotcop, you are basically subtracting 1 unit from that total, and naturally will require more units on for a proper response.

Also, 8 is a bit of a stretch for all crime, because then it'd practically kill looser rebel crime because there will always be a large response. I think 6 is a good ground for shotcopping, while less planned out, unintentional crime, or planned smaller crimes with less requirement for a direct CP response should stay at 4.

And naturally, circumstances that cannot be accounted for are still exempt for those weird 'oh shit' moments that occur now and again.
 
The limit has always been at 4. And usually when shit go down, 8 more Cp's usually tend to magically flag online. Rebels already have it hard. No need to make it impossible.

The amount of times I've seen this is outstanding. When someone does something action worthy, magically three-plus CPs flag on it join the fighting. Obviously, this would make sense, but technically the four CP rule turns into the six-plus CP rule when CPs flag on after something happens. (Not to mention that RLs and other management in the CP discord tell people to flag when something happens).
 
The problem with increasing it to 8 is that it becomes nearly impossible for a smaller group to do anything. For example, you and you 2 rebel buddies want to hold up a loyalist, rough them up a little. Now you have to take into account 8 CPs can rush down on you in 30 seconds and shoot you to shit.
This would turn any combine vs rebel action into AT LEAST giant 8 vs 8 fight.

Turn the proposal around for a moment.
"There need to be at least 8 armed rebels in the slums before CPs can search people." (As searching people for contraband could be seen as equal to a mugging by rebels)

The limit of 4 CPs for low level crime is fine. The solution to the issue of rebels taking over the city the moment 4 CPs are online is to increase that number for more violent crimes, but not across the board.
