I'd argue Willard's RPG side is fine, but the other things may discourage some things.Yes, I agree - but to the opposite.
The RPG side of Willard incentivises less RP and more script and skill hunting to reach your goal.
But it was and is a serious RP server first and foremost and intends to stay that way, being labelled an RPG server happened after launch.
Like PK may discourage rebel play or going into sewers, so most folks go into CPs or Loyalists in order to get good stuff without having to risk it.
But that's present on all servers with PK so not really a Willard only thing.
I think I worded it wrong, so let me explain what I meant again.I know you are new to SeriousRP and PKs but trust me, they are highly important. Pks ensure the common narrative shifts, bends and can be corrected or broken. Without them, everything turns into a stagnant mess. Nothing matters cause there is nothing to be gained from mortality. A focal part of most stories.
Also, PKs don't discourage people from playing rebel or any faction. They are apart of the mode itself.

"it's a dystopia" =/= "this is 1984" (except in the case of memes)

I'm confused about skills and different starts - It seems an interesting way of doing things but just how radical is the change from other serious HL2RP servers of old? (Ie, like LemonPunch.)

Wasn't one of Willard's biggest selling points the Xcom-esque combat system though? And I'm sure it launched with the idea of automated crafting and smuggling and such.
Most of the early scripting was specifically put into RPG elements so staff didn't have to handle everything, as you said.
It isn't VR Chat, people want to play, explore areas, commit crimes, craft items, make bases, trade and so on.PassiveRP is a big thing in HL2RP too, SeriousRP isn't about just lolwebuling and shooting up every CP and Citizen you see, you form connections, create a story.
