Purpose:
- Ensure our citizens remain safe, clean, and healthy.
- Foster respect for the boons granted by Our Benefactors.
- Ensure our reserved rations are not wasted.
- Promote further workforce complaisance and cultivate a greater work ethic within our citizenry.
Each day, we walk through our city streets and watch as citizens drink from bottles of cleaning solution, bleach containers, ruined metal cans, and more unsavory sources of litter - ignoring the undeniable fact of our Ration Distribution Terminal being open and ready for citizen use.
This problem is a common one all throughout our city, and it is putting our city's workforce at risk, as they sup polluted groundwater infested with leeches and other such contaminants.
These displays are found in either ignorance or antisociality, and no matter their source, it is clear that the Security Council must step in. We have given our workforce numerous chances to learn, and they have refused; it is time for a harsher hand. We propose that further emphasis be placed on the importance of proper hydration, and that proper restrictions be made for the safety of our citizens.

- Water bottles, especially those created or repurposed from trash or recycled, unsafe sources are to be restricted under anti-civil activity level one: clause V21; non-sanctioned possession within the COMBINE CIVIL CODE.
- The CCDE will be expected to create further sources of useful information addressing the benefits of the healthy and pure Dr. Breen's Private Reserve (books, speeches, art, news articles, and so on).
- The MOP and CMRU are asked to foster "water science," to display to the Zone what Dr. Breen's Private Reserve has to offer for humanity.
