Pretty self-explanatory but I think after a certain tier, loyalists should be exempt from for example the running violation. They have their reasons, ay? Also encourages to collaborate:) Maybe from orange tier? :0 Or yellow.

If you're a medical worker or civil worker in the middle of an emergency where you need to get somewhere fast, sure but I imagine this already happens.

But not for standard citizens just wandering around. Get over yourself homie, just walk.

Exemption from certain charges for quasi-high loyalists actually sounds like a pretty interesting idea.

Adding onto this, it doesn't neccessarily have to be an 'official rule'. Maybe some sort of unofficial policy the CP leads could implement to just "let a few things slide" for the loyalist-tier characters. That'd be very in line with the universe and the setting, to be honest. You'd want to encourage a lot of the loyalists to keep BEING loyalists, and a nice way to do that is to show them preferential treatment.

If you beat people for running at all you’re brain dead. Unless they are running away from you or a crime, you shouldn’t care.

That being said, let high tier loyalists beat the shit out of non-loyaists and biotics.

Expansion:
Beating people for running is from 2014. It’s an anti-minge effort. You shouldn’t beat someone for running or jogging somewhere.

Expansion 2:
Letting high tier loyalists get away with crimes that aren’t against the Combine is great. Let them beat the shit outta outcasts, biotics, etc. They should be scrutinized more ideologically.

Beating people for running is dumbfuck shit, warning is enough. But that doesn't mean you should make running around the city legal, that just fucks with immersion.

Idk if it should be legal but I think it'd be cool if cops turned away when this kinda shit happens, making it legal promotes it a bit much imho

Summarizing what was said and I think would be great.

Allow loyalists informally (Not within the handbook, or anything, just common knowledge amongst the units) to treat the civilians like shit, ie. look down upon them, show their superiority. Allow them to get to places faster, they have a purpose, they're important. They're loyalists, so they must be doing something for the good of the combine, allow them to run. No stopping, no questioning, armband displayed, go ahead. I'd also add something like priority response, for example, they're dealing with a civilian response and run instead to a loyalist request they just received. Priority housing, kick civilians out to make room for loyalists. They should be trusted more, a civilian words compared to a loyalist is like a kid to an adult. Make it very desirable to become a loyalist, make the gap noticeable and on the other hand, loyalists who are nice to normal civies a nice rarity to see.

Then again people play very cringey villains most of the time so I’d barely trust them with that.

I’m pretty sure this is already a thing. It’s up to CP to see a member of the party commit a crime, and to just sort of “turn a blind eye” to the scene because that’s how it is. The government favors its supporters, so its supporters get away with all sorts of shit. It essentially is what allows loyalist to become a true brown shirts tier force that is a gang in of itself.

There are better ways to encourage people to go down the loyalist route.
- Loyalist exclusive clubs.
- Loyalist political bloc within the CCA.
- Better pay and food from ration packets.
- Better accommodation.
- Better, more 'upper-class' clothing.
- Easier access to superficial and luxury items like wines, cheeses, books and so on.

Allowing them to run around every now and then is such a surface level band-aid to something that should have lots of depth.

Most of this is a thing (better pay, better food, better accommodation, some suit jackets as clothing, and luxury goods like wine and cheese). The rest is up to the CCA really, although the loyalist party is essentially a political bloc and if you play your T6 right you can hold quite some sway I imagine.

Can't say that all CP's do this, but so far I've generally let everyone off the hook who are just running because nobody else is around until they turn around a corner. People who suspiciously seem to be running away from something I just have had searched without any further punishment if nothing was found.

I fully endorse the beating of Biotic filth for their betrayal of our benefactors and their war of aggression against humanity.

Be a sport,
Beat a Vort.

DENIED.

CPs do actually go harder on Loyalists when they commit violations, not softer. If you are aiming for loyalty, you are meant to be the model citizen, if you go against that idea, then the CPs will not be happy with you.

Overall though, CPs don't target those who run around. Most people get away with it since it's not actually on our violation list, so you won't get beaten for running. People tend to walk most of the time anyway, so atm it's fine as is.
