Another obligatory Ultima abuse report.

I'll start with the elephant in the room and say outright why I think this should be an abuse report. These are the rules that were broken in my eyes:

And like any proper abuse report, I will cover everything with as much information as I have. For now, I will try to keep the introduction as concise as I can. I will start with what I believe classifies as disrespect. Not towards me, but towards a group of people, namely towards the CCR. I have a strong reason to believe that Ultima holds a particular great dislike for my faction. I have received numerous complaints from my members about this, and I too believe it's done in bad taste.

Now, is this what this report is about, Ultima hurling some random insults at the faction? No, I'm not going to pretend I have some moral high-ground here. Matter of fact, it doesn't interest me at all what's being said on Discord. I told the individuals in question the exact same thing: I hate what's being said about us, but I respect the right to say it. Some members which for anonymity sake won't name, found it demotivating and disrespectful.

Context matters: so the reason these screenshots were posted, is to make anyone who goes over this thread can understand as to why I'm making this report. For now, let us get into the crux of the matter. Ultima acted time and again, in bad faith towards the CCR leadership in this scenario

A couple of days ago, I was involved in carrying out the execution of @Cjtn10's major. There was a PK request made and authed, I've done my best to ensure this goes through the proper channels. What followed next however, was something rather unexpected, as shown in the video below. Ultima intervened in CJ's execution in the worst way possible: straight-up intervening with some 2012 Clockwork roleplay where everyone in the room dies with no good reason other than "well, my character hates you so he just took an opportunity haha". Everyone is entitled to act as they please, but I don't think I neeed to explain why this is a bad precedent.

If all of the players in the room weren't conscripts, I guarantee everyone this would've been handled differently. CCR did not receive any type of curtesy here and to me as well as to the people involved, this feels like it was done just because there's a CCR hate boner.

Okay, so why don't you make a PK appeal and decide to make cope post about it?
I have as a matter of fact. And as expected, the appeal was accepted.

It is therefore confirmed that bad faith was at play during this, and I wish to see something done about it. While the PK appeal was met with rejoice, we believe that further actions must be taken in order to prevent this type of situations. If it happened once, who's to say it cannot happen twice.

Lastly, this isn't the first tim that Ultima is being reported for bad faith. Another thread can be found linked here, which is eight months old. This was the verdict on it. I don't believe Ultima has shown willingness or has done any meaningful progress towards changing their attitude sinec @Taliazure's report. Which can be found here.

Server council will look into this

In the mean time I ask that people don't bring up abuse reports that have already been handled. As with every abuse report, previous reports will be considered during our discussions.

Don't turn this into a "This guy STINKS" dog pile.

Sorry you think that way, personally I'll say that I've actually gone out on a whim to SUPPORT your faction multiple times, while I disagree with the way you lead it, I still care about it as I was once even given the opportunity to be it's co-lead, along with holding a high ranking position in it for a time. This isn't to say that I have a grudge against you OOCly or anything, there is simply a difference in opinion and it's confusing to me considering one of your examples came from the same conversation where I was actually in support of the CCR in which you also gave an agree react to one of my messages, inclining me to believe that you were agreeing with what I was saying.

The PK is private for a reason, I won't divulge any information in a public abuse thread as it was accepted prematurely and the Council are still currently looking into it. If you disagree with the way I handled it, that's fine. I had my reasonings with a lot of IC to back it up, it wasn't just a "my character hates you so he just took an opportunity haha".

I'm not too sure what this abuse report really is about. Would anything different have happened here had I not been a staff member? No. Is this at all involved with me being a staff member? No. And did I ever use my admin powers during this entire situation? Also no. As far as the Abuse Reports rules concern,

This was a purely IC situation, which you have taken OOC as an attack towards your faction, leading to this abuse report. I want to end this with an apology if this ever seemed like it was hostile outside the grounds of the game and the roleplaying sphere, but it's all IC and has stayed in game from my point of view until now.

About you acting in bad faith. I have a handful of staff members that behind the scenes agree with this wholeheartedly and have encouraged me to write this, as the rules regarding common curtesy were broken.

I didn't take this as an attack. I take it as an OOC impeachment, as it wiped most of the CCR leadership out, had it not been for a PK appeal, which leaves the major alive. It caused burnout to the rest of the two players, and while normally this wouldn't b a big deal at all, it is in this case due to the fact that the CCR rarely has any activity.

I believe you on this. It is the way it was executed that leaves plenty of room for critique.

And did I ever use my admin powers during this entire situation? Also no.
As I said, this about you acting in bad faith. You didn't use your powers, and that's not my main gripe. The crux in the matter is the fact that you acted in bad faith, regardless of your IC reason. There were two previous reports made on you regarding this which were acknowledged for this specfic type of behavior.

If you looked up the context to this instead of constantly bringing it up, I was literally being "freaky" in the situation leading up to it, this whole conversation starts because of a comment I made which can be interpreted as "freaky". This isn't an insult, it's a joke and everyone interpreted it as one.

I'm not sure about this but your Colonel was already an event character, same with your previous one. What prevents you from making another? From what I understood, the moment you signed up with Farmouth and their entire ordeal with the "coup" that you were spearheading you essentially compromised your entire faction. What would have happened if you achieved your intended outcome here, considering you were attempting to kill your own co-lead ICly? This isn't me going on a whim to kill the CCR's command because I wanted to, IC circumstance and your decisions have lead to this outcome.

Sure. I apologize if that's what you think it was, but most people looking into this from outside of the involved would say otherwise. I don't see any defining proof of what exactly the bad faith here was. The execution? It was done in haste for a reason, one which is still private until the entire situation is resolved with the PK appeal and such. How can I act in bad faith regardless of my actions if my actions are what defines the bad faith? If you're claiming that I have an OOC gripe with you which lead to my decision making IC, then it's blatantly wrong and insulting- Though I don't blame you as it is understandable, we are in the end killing each other's characters and some people react differently than others.
 
I'm just going to give my two cents. While I do enjoy the presence of CCR within the city, I must retort back to the previous point that they were supposed to be an event faction going forward, but it still seems like they have strong influence in Terminal 7.

I was really into the Chinese mob getting some sort of leverage and taking a political stance, although I'm not sure on the entire re-arming process, especially outside of high command, they're supposed to be kept as a civilian-faction for the most part, outside of expos. Either way, this is in regards to the faction itself and not to do with the abuse report itself.

As for the abuse report, I do feel like we are going around in circles a lot, unless any new evidence can be posted, especially pertaining to a staff abuse of power, I don't think there was actually any abuse, but I will let other members of staff comment on this as this is just my own personal opinion. A lot of things are being taken out of context and should be taken with a grain of salt due to their nature in sarcasm.

This emerging from the latest PK appeals, I believe ultima to have acted as any other cop would have. They did not intentionally seek out any fights nor target any characters involved, and were simply a responding officer to a crime.

Addendum: In the past, the main concerns were that the casual and common CCR vs CP mentality, we should account into the fact that the Conscript Forces are a branch of Overwatch. However, often they are undermining each other instead of cooperating, as well as there being a clear lack of communication between the two. Which I think is uncharacteristic to the universe we RP in.
 
I can not comment on the messages of Ultima that he had posted across various discord channels, but i can speak about the PK Appeal that involves yourself and @Cjtn10 character ( Major Chloe Lepelletier ). I believe that ultima made a in-character mistake by assuming that @Cjtn10 character was involved in the coup attempt. When infact she had no idea of this coup attempt, now i believe that ultima icly made a mistake of acting for his own advantage aka went over-kill, my answer to @Cjtn10 PK Appeal included the following :

Again i do not believe that ultima acted in bad faith, he rather did not have all information icly at that time and took advantage of the situation. Please do not misinterpreted my answer in his PK Appeal. I believe that she had nothing to do with the whole situation so there was no good faith in her PK Appeal, i am not pointing fingers to any other staff members that they did act in bad faith.

The commissioner gave his approval. I assumed everyone was on board with this because it was confirmed by him IC as well as OOC, given the fact that he is supposed to be the face of civil protection and the MCP.

The person in this is entirely uninvolved. As I stated before: my colonel dying is 100% legitimate and acceptable, however not CJs character, especially if you take it into account that he did not play on the server for a good period of time. It was right before this happened. I just think it's a PK hungry approach to PK two people that had nothing to do with the coup. I'm not speaking for myself, I am speaking for them specifically.

We are, and I think everything was said that needed to be said from us.

Issue is, this more or less classes as bad faith and apertains to server rules. I don't think staff abuse reports are limited to only power abuses. Obvious rule breaks and other things at hand are just as relevant to me.

Precisely, everyone was PK'd regardless whether or not they were actually involved in the coup.

You quite literally plucked out one screenshot, sure it wasn't the best to be in context but all the other ones pretty much don't need anymore context to it. Since it just you insulting the faction as a 'npc shoot faction' or just you going about being capable of 'halting deployments' just because you could have. It pretty much shows you see less of the faction, and hold some contempt to it. To us, these statements feels disrespectful because we were actually making an effort to provide RP to the main player base (no longer secluded to a portion of the map, holding unreasonable amount of players). Especially since it's coming from a player who can change how our faction operates ICly, and possibly have their decisions influenced by these signs of contempt.

It doesn't take much to realise the things Ultima says encourages and spreads this mentality, and isn't exactly helping for some cooperation between the two OOCly.

I'm praying that this post doesn't get deleted, because I'm not 'relevant'. I'm not aiming to personally attack Ultima but rather comment how I view his behaviour, and the way it influences us in the CCR and those outside of it. I can confirm what Wraygun says, is that what's said about us is demotivating. Especially as we've adapted ourselves to contribute RP that is entertaining towards the main player base.

As an example: I for one have done so, by attempting to act scummy on my character who was seeking quick credits as a MoC Inspector and a conscript. The situation developed was interesting, appealing, funny (the argument with CWU was) and forged new reasonable rivalries with those that my character believes has wronged me.

The Commissioner is PR for CivPro/MCP. Nobody from MCP gave him approval to do his actions regarding that situation. However, that's more of an ic issue than anything else. Doesn't have any other bearing
 
@ultima @Wraygun do either of you have anything else to add to this? Server council will fully review any/all points made prior to deciding on a verdict once you've both had a chance to have a back and forth.
 
Right. Server council have looked into this, read through all given points and discussed them. Specifically, I, RAD-X, Robert, Divine, Boots, Neonity, Memesky and DeNuke all provided our input.

Firstly - Ultima was not using any of his admin permissions here, so removal from staff was never on the table. Once we agreed on that, we decided we'd then look at this like it was a player report.

This was a very complicated situation. Both the PK appeal, all of the RP leading up to this, and the situation as a whole, has caused a bitter taste in people's mouths, causing drama, stress, and a few complaints/reports to be made - both formally, and informally. All of these reports and complaints will all be looked at individually, however we're also seeing the larger picture here.

The messages Ultima sent do indeed show his possible distaste for CCR. However, they're taken out of context to paint Ultima in a very negative light. Most are several months old, but details will be shown below-

"CCR are all ERPing freaks"
This was posted in the CCR's chat. Nobody batted a eye despite it having been said in the middle of a conversation and people replying to it. It was in response to quite a... 'flirtatious' char bio, and repeat mentions of the tomboy CCR member that we all know. It was said in a joking context.

"Little do CCR know I can technically halt any deployments"
This is factual, and again we all believe it was said in a joking manner. Ultima has the authority to stop deployments, but we don't recall any time he actually used this authority.

"CCR is the NPC shoot faction"
This is his opinion. He is entitled to a opinion, as are we all. Given CCR are now a event faction for off-server deployments, some could very well say this is factual. The same could be said about OTA - that doesn't mean people are insulting OTA, it's just what they're there to do.

"I don't give a fuck about CCR frankly, but they could be used for early game CVR fights."
Opinion, again. And not even a negative one, he's suggesting how they could be used early while the economy isn't very strong. If he truely despised the faction, he'd not have added anything else. "I don't give a fuck about CCR.", and it'd end there. He wouldn't suggest how they could be used.

"CCR doesn't matter, they're made to die."
This was said in rep-discussion, and is factual. This isn't a factional insult, this is just a well known fact - CCR are expendable, they're footsoldiers sent to weaken up the enemy or sent as a distraction, sent to die. Nobody will care about their death as long as it leads to the enemy dying too. Wraygun, you even saw this message and responded moments after.

Onto the rules listed
This was not RDM. Ultima killed all of you aiming to just decapitate the Hydra with a valid IC reason. Many admins, and many CPs have agreed - they would have done the same. All of SC have said they would have likely done similar too, the only difference that might have happened was everyone being captured instead of killed, but Ultima's MCP no longer cared to go for the bureaucratic approach, he wanted to wipe his hands clean of this problem.

Just because he's a admin doesn't mean he has to compromise his character's intentions to make things more fun. This is a RP server - sometimes things will happen that won't be fun, but instead, to forward a narrative. This has a narrative impact that has been slowly approaching - the coup attempt, which MCP are aware of, the attempt to smuggle guns in (The M9 Berettas), which drew a LOT of suspicion onto your faction, refusal to follow commands (When you were told not to wear uniforms), the forged letter to try to get Captain Vasquez as the Chairman's replacement, etc.

In essence - there was a lot of RP and investigation leading to this, which ultimately convinced everyone who was aware of all of the above that CCR are a risk to the City, hungry for power, and potentially holding ulterior goals and motivations.

Ultima wasn't a dick. Certainly, out of context, some of his messages could be interpreted as purely hateful. But with context, you realise the worst of the comments were said directly to CCR in a joking context. He may have ruined your enjoyment, but as I said above, serious roleplay isn't 24/7 fun. MCP are the secret police, they will use underhanded tactics if they need to.

"If everyone in this room wasn't a conscript, this would've played out a different way" - this is true, however - Ultima's MCP was tired of the powerplays and refusal to follow orders that CCR continuously showed. He was only targeting CCR here due to his previously mentioned IC concerns. I don't believe any OOC vendetta lead to this action.

Everything that happened all happened because of valid IC dislike and suspicion directed towards the CCR. Cengiz's wording on the PK appeal was misinterpreted - only in relation to that specific PK did he feel it didn't follow the good faith ruling, because to Cengiz's understanding, Chloe was uninvolved with everything that made Ultima's MCP hate the faction, which was why it was accepted.

A lot of Ultima's comments could have been interpreted as purely hostile or said with absolute disdain towards the faction. But when you look at the context surrounding it - you realise that it's just the opinion held by one member of staff. He is still beholden to the rules, and he accepts that - he doesn't want to ruin people's fun, despite having the capability and authority to do so ICly if he so wished.

To touch on some other people's concerns - we know in the past Ultima has been hostile, or 'mean'. He was warned for it then, and he acknowledged his mistake. He's trying hard to work on it and change, but change is a slow process, and it isn't linear. We accept that as a fact even for players, we give leniency when it's deserved, but when it eventually reaches a point of no return - we act. We don't feel we need to act purely because of this situation.

Now we've reached the conclusion. We don't believe that this necessitates any form of punishment. We understand why people are annoyed, but Ultima did not break any of the rules, he didn't act in bad faith, and he didn't abuse his admin permissions. Everyone in Server Council agrees with this, it is unanimous. For that reason, this report is denied.

It's clear that this has been a tough week for many of us. This situation stirred up a lot of emotions, and we know some people are feeling frustrated or disheartened. In the end, we're all putting a lot of effort in for this community, and it’s natural that issues like these can test our patience and trust. Our goal is to create a space where immersive roleplay can thrive, but we also understand how vital it is for everyone to feel heard and respected - like this report, which remains public and open for people to see.

We have carefully considered every detail in this report, and though this outcome won’t satisfy everyone, hopefully it can at least bring some clarity. Players and staff alike should be committed to grow and learn, and we are always open to feedback and will continue to do our best to build upon ourselves and the community, even against the occasional dissapointing outcomes to RP situations or things like this.
