Three years have passed since the Great Bear and the Bull clashed at Hoover Dam. That titanic collision of armies and ideologies nearly saw the Legion overwhelm NCR defenses, yet the Bull’s own overconfidence proved its undoing. Through the efficiency of the NCR Rangers and the Legion’s failure to adapt to the realities of Old World conventional warfare, the Republic secured a pyrrhic victory.


Enraged by defeat, Caesar cast aside his Legate, condemning him to the fires and hurling him into the great canyon. The wound, however, was far from mortal. Caesar’s true prize remained just beyond his grasp: New Vegas—the city of dreams. A beacon of progress and enlightenment amid a world of barbarism and ruin, standing astride the great river that divides Nevada from the territories of Arizona.


By the dictates of the Hegelian dialectic, the clash of these opposing forces was inevitable.


In the end, there can be only one ruler of the Mojave.

A Short Story concept with the intention of bringing a Fallout New Vegas story into the mix. Posting this here to gauge interest in such a concept. If garnered enough attention (I'll apply for SS, k) perhaps it will become an actuality.

If there is interest from both the players and the SS management, perhaps the establishment of a narrative team could be made present. So far there are two possible ways to conduct this.

1) Divide the Short Stories into chapters with more specific detail regarding the follow-up to the NCR-Legion War which would also include prelude events to the main story. These episodes depending on the outcome could potentially change the course further up. Pre-written narrative with the potential of change favoured over player-based freedom.

NCR-Brotherhood War (Battle for HELIOS One)


Destruction of the Divide

Three years prior to the Battle (First) of Hoover Dam.


The NCR-Enclave war initiated by President Tandi after 2240 is reaching its climatic end. The decade-long struggle has ultimately culminated with the Bear triumphing over the Enclave menace. Unable to unify behind a leader after the death of President Dick Richardson during the early years of the war, the Enclave has been reduced to mere scrap of its former presence.

In the region of Navarro, the Army of the Bear has begun to encircle the last remaining foothold of the Enclave. Driven by the militaristic and hawkish ambitions of newly appointed President Kimball, the New Californian Republic seeks the precious technology harboured by the Enclave remnants and the annihilation of its enemy to consolidate its hold over the entirety of the Californian coast.


It is clear that the Enclave cause is lost-.... Survivors scatter around the leadership of Gannion Senior, the Commander of the Enclave outpost of Navarro. With only a few dozen survivors with the combat capacity of about twenty to thirty men and women; the Enclave faces the nearly 3,000 strong Republican Army.

Surrounded on all sides, the Enclave must choose whether to stand its ground and die fighting, surrender to the NCR or flee with their lives precious…


- This narrative serves as the opening chapter, introducing the Enclave and the NCR. The Enclave characters that survives will reprise the main story as scattered remnants, whilst the NCR players will be able to continue their story forward. This serves to create a fulfilling background to the lore and a general test to the Short Story itself. General Fallout lore has been somewhat changed and corrected to satisfy a better timeline, giving way for more possible player-freedom and characters. Might come to change in the duration of the creation-phase.-

Under the command of General Lee Oliver, the NCR has begun to amass its army to storm the Navarro outpost with the goal of eradicating the Enclave resistance and retrieving vital technology of the old world to boost its military capacity. Strengthened by the enormous military industrial complex of the Republic, the veterancy of its soldiers and its effective and lethal NCR Rangers; the Republic has essentially cut the Enclave off with the intention of crushing it hammer and anvil style....

The last remnants of the Enclave on the west coast. The war with the NCR has decimated the Enclave and scattered its forces. Reorganising its battered forces at the old Poseidon oil refinery, the Enclave finds itself fighting a battle that cannot be won. Under the leadership of Gannion Senior, these patriots of old America must decide whether or not they shall stand and fight, or flee for their lives....

I would greatly be interested in this event, if the combat would almost exclusively be S2RP (Hell, I'd probably play it if it wasn't). Fallout is a game where your stats heavily dictate the outcome of things (dialogue, VATS hit chance, the loot you can find), so I think it'd be really fun to portray that in Willard with actual S2RP with rolls and everything. You roll low, and you die.
 
We won't go quietly, the legion can count on that. Yes NCR myes fallout my beloved (would be interested in such event)

Patrolling the Mojave almost makes you wish for a nuclear winter.

But yeah, the amount of New Vegas/Wasteland maps on the workshop is actually crazy. Endless potential.

In 2246, the Followers of the Apocalypse dispatched an expedition to the Grand Canyon to study the languages of the region’s tribes. The group consisted of Edward Sallow, an NCR citizen and Follower scholar; Calhoun, a physician; and Joshua Graham, a Mormon missionary and expert in tribal dialects. Along their journey, they discovered a cache of pre-War historical texts, including The History of the Decline and Fall of the Roman Empire and the Commentarii of Gaius Julius Caesar. Sallow immersed himself in these works for two weeks, unaware that they would soon reshape the wasteland.

Upon reaching the canyon, the expedition was captured by the Blackfoot tribe, who intended to sacrifice them to appease their gods. During his captivity, Sallow observed the tribe’s weaknesses—endless feuds, poor organization, and primitive tactics that left them vulnerable to rival clans. Drawing upon his knowledge of history and tribal psychology, Sallow began to manipulate the Blackfoot. He taught them discipline, the use of firearms, the construction of explosives, and coordinated small-unit tactics.

With the Blackfoot transformed into a true fighting force, Sallow led them against their most vulnerable enemy, the Ridgers, crushing them along the sandstone slopes of the canyon.

Victorious, Sallow was elevated as a divine leader. He took the name Caesar and began a campaign of relentless conquest. Over time, eighty-six tribes were destroyed or absorbed—those who submitted were assimilated into the Legion, while those who resisted were crucified or slaughtered—marking the birth of Caesar’s Legion.

After two decades of unrelenting expansion, the Legion had evolved into a vast imperial autocracy, sustained by slavery and ruled with absolute authority by Caesar. Its dominion stretched across much of the former states of Arizona and New Mexico, with nearly half a million people living under its iron grip. Built on ceaseless conquest, the Legion promised order, stability, and security—extracted at the complete sacrifice of personal freedom.

At last, the Legion reached the banks of the Colorado River, where it encountered its greatest challenge. Across the water stood its ideological opposite: the New California Republic, the very nation from which Caesar himself had come. Beyond the river lay the ultimate prize—the crown jewel of the wasteland: New Vegas, Caesar’s envisioned New Rome.




Ideology and in-game effects;

Core Ideology:​

Order above all: Stability is worth any cost; freedom is weakness.

One ruler, one law: Absolute obedience to Caesar - personification of God as the Son of Mars

Identity is erased: No tribes, nations, or individuals—only the Legion.

Strength decides worth: The weak exist to serve the strong.


Technology & Progress​

Distrust advanced technology: Pre-War tech caused the Old World’s collapse.

Use only what strengthens discipline: Simple firearms, melee weapons, explosives.

Medicine is limited: Chems and advanced treatments are discouraged or forbidden.

No innovation: Adaptation comes through conquest, not invention.


Society & Law​

Slavery is mandatory: Conquered peoples are enslaved or indoctrinated.

Fear enforces order: Crucifixion and execution are tools of governance.

Women are controlled: No combat or leadership roles.

Children are indoctrinated: Raised as Legionaries from youth.



Traits of Negativity;


Absolute Authoritarianism

All power flows from Caesar, enforced through unquestioned obedience and brutal discipline. Dissent is met with execution, crucifixion, or enslavement, leaving no room for initiative, adaptation, or moral restraint among Legion ranks.


Institutionalized Slavery
The Legion’s economy and military logistics rely heavily on slave labor. Entire tribes are subjugated, stripped of identity, and worked to death. This system breeds constant resentment, rebellion, and inefficiency while normalizing extreme cruelty as a tool of governance.


Technological and Cultural Regression
Caesar deliberately suppresses advanced technology, medicine, and education to maintain control. While this creates a disciplined fighting force, it leaves the Legion strategically inflexible, medically primitive, and unable to sustain long-term development beyond conquest.


Cult of Personality and Inevitable Collapse
Caesar’s Legion exists through absolute devotion to Caesar himself rather than durable laws or institutions. Its unity depends on his personal authority and the myth cultivated around him, reinforced by constant conquest to sustain its slave-based economy. The Legion shows little capacity to evolve beyond a brutal warrior-slave society into the stable civil state Caesar claims to envision. With no clear, legitimate system of succession, Caesar’s illness and eventual death all but guarantee internal power struggles, fragmentation, and widespread chaos as rival warlords compete to inherit his mantle.​

After the Great War, the settlement of Shady Sands emerged as a rare example of stability in the wasteland. Its people focused on agriculture, education, and cooperation rather than conquest. In 2161, during the events of Fallout, the Vault Dweller helped Shady Sands defeat raiders, secure trade routes, and establish itself as a safe, organized community. Under the leadership of Aradesh and later his daughter Tandi, the town prospered and attracted neighboring settlements seeking protection and opportunity. In 2186, Shady Sands was renamed NCR and became the capital of a new nation, joined by major population centers such as the Hub, the Boneyard, Dayglow, and Maxson. The NCR consciously modeled itself after the pre-War United States, creating a democratic government with a president, congress, courts, and a written legal code that granted citizenship and civil rights.

For decades, the NCR expanded across California through the usage of hawkish militarism. Its ideology was rooted in the belief that law, trade, and democracy were the best way to rebuild the world, and its growth was driven by both idealism and necessity. New territory meant farmland, water, taxes, and security. Some settlements joined willingly, others were pressured or annexed by force. As the NCR grew, so did its bureaucracy, military, and economic power, but expansion also introduced corruption, inequality, and political infighting. Wealthy landowners and brahmin barons gained enormous influence over Congress, shaping laws to protect their interests while frontier regions were taxed heavily and poorly defended.

The Republic’s vast military–industrial complex fuels the Republican Army and its expansionist jingoism, drawing it into conflicts with numerous powers, including the Shi, various raider factions, the Brotherhood of Steel, and the Enclave. Each was ultimately defeated, forcibly absorbed into the Republic, or driven into irrelevance. Decades have passed since the founding of this state, which was built upon the principles and institutions of the old world, yet its growing strength has increasingly been expressed through military dominance rather than civic idealism.

The election of Aaron Kimball as President further accelerated this militaristic trajectory. Under his leadership, the Republic pursued colonial expansion into the Baja provinces and the Mojave Desert, culminating in the annexation of Hoover Dam and full control of its vital infrastructure. With its gaze fixed on New Vegas, the NCR has repeatedly attempted to bring the city under its authority, though these efforts have thus far been resisted.

In 2277, the Republic’s expansion brought it into open war with Caesar’s Legion, culminating in a decisive clash at Hoover Dam. The battle ended in a costly NCR victory: the Republic retained control of the Dam, but failed to expel the Legion from the eastern bank of the Colorado River, leaving the conflict unresolved and the region locked in an uneasy stalemate.

Bitter Springs Massacre
An NCR military operation against the Great Khans resulted in the indiscriminate killing of men, women, and children at the settlement of Bitter Springs. The incident was officially downplayed and went largely unreported in NCR media, leaving survivors displaced and embittered. It stands as a lasting symbol of the Republic’s moral failure on the frontier—where fear, miscommunication, and overzealous command overrode its stated ideals of law and justice.

Crushing Tax Burden
The NCR funds its bureaucracy, military, and expansion through heavy taxation, particularly in newly annexed and frontier territories. Taxes are often collected without adequate local representation or reinvestment, fostering resentment among settlers and traders while wealthier core regions and corporate interests benefit disproportionately.
