PREAMBLE
The routine lives of both Humans and Biotics have become irreversibly intertwined in day to day life. Biotics now work the same jobs as us, conduct the same services, join the same organizations- and are rarely shown the appreciation nor given the incentive to continue integrating properly into our glorious society. This legislation seeks to reform life for our loyal Biotic members and allow for the incentivization of collaboration alongside a plethora of opportunities to show appreciation for said loyalty.
This will not change any of the core rules or values set by the BIOTIC WORKFORCE MANDATE, but instead allow Biotics to serve more effectively as supplementary labor, as per the mandate.


SECTION 1: RESEARCH AND DEVELOPMENT
-Upon the passing of this legislation, the Bureau of Research and Innovation must immediately begin development on a new series of collars/shackles for Biotic members of society.
-These newly developed collars/shackles, once commissioned, must continue to limit any Biotic powers deemed harmful and violent, but allow the use, either permanently or temporarily, of a select number of passive and supportive Biotic powers as chosen by a committee appointed by both the Bureau of Research and Innovation and the Provisional Assembly.​
Some examples include: Minor Healing and Luminate.

SECTION 2: PRODUCTION
-Upon the passing of this legislation, and completion of a newly developed series of collars/shackles, The Civil Workers Union must immediately begin a series of workshifts to produce these new collars/shackles.
-The logistics and number of workshifts required will be determined by a coordinated effort by the Bureau of Research and Innovation and the Civil Workers Union.
-Civil Protection must closely monitor and inspect the workshifts conducting the production of these newly developed collars, so as to prevent any form of tampering or sabotage.​

SECTION 3: DISTRIBUTION AND USE
-Upon the passing of this legislation, as well as completion and production of a newly developed series of collars/shackles, Biotics who have reached 'Collaborator' status and above will be allowed permission to use these collars.
TO REPEAT: THESE COLLARS/SHACKLES WILL ONLY BE AVAILABLE FOR COLLABORATOR TIER VORTS OR HIGHER.
-Any Biotics who opt or are opted to have these collars placed onto their person are only permitted to use their now permitted powers to assist during workcycles, workshifts, or at their place of employment. Any abuse of powers will result in immediate re-shacklement via the original total power severing collars.​
-Any Biotics who opt or are opted to have these collars placed onto their person are thereby COMPLETELY FORBIDDEN entry into the Indigent areas of City 24 and in turn are limited only to access in Triumph and Victory.​

SECTION 4: GRAND COLLABORATOR REFORM
-Upon the passing of this legislation, as well as completion and production of a newly developed series of collars/shackles, Biotics who have reached the status of 'Grand Collaborator' will be granted new choices and privileges to garner from.
-An addendum to the COHESION POINT SYSTEM will be made, thereby stating that Biotic nullification will no longer be mandatory. Instead, Biotics may choose to either nullify and become fully unshackled, or continue to serve the Union via their new collars/shackles.​
-Biotic Grand Collaborators will be allowed to apply for the position of 'observer' status on the Provisional Assembly, so as to better integrate into society and allow themselves the opportunity to watch, learn, and keep up to date on any future changes.​

This is impossible. The Collar limits all powers, you cannot "Pick & Choose". Giving vortigaunts the ability to use their powers, even if you attempt to limit to Healing or Lumination will still allow them to manipulate the vortal energies for malicious reasons. (I.E. Object Manipulation, Damaging beams, Sabotage)

I don't know if you have read the Vortigaunt Mega-Thread or not, but Nullification ONLY blocks their access to the Vortessense. The Collars will still need to be required otherwise the "Grand Collaborators" can use their full powers, and most (if not all) Vortigaunts will attempt to escape.

All-in-all this legislation seems to be built upon misinformation about how Vortigaunts and their abilities actually work, along with the Collars.
Even if you could design a Collar like as described, you'd only be giving Vortigaunts access to Vortal Energies they could do anything with.

Hence why the act mentions the research and development of such new shackles by the BRI, shackles that do have the ability to authorize simple things such as that.

As far as I am aware nullification completely severs them from not only the vortessence and their power, since grand collaborators are allowed to be unshackled.

BRI is not in control of altering or creating the collars that are on the Vortigaunts. That is purely under Combine Planetary Research Directive control and the Global Administration.. Aka. Breen. So that is out of the window.

Regarding only allowing few powers. I mean it could be possible. If it restricts only channeling large amounts of vortessence instead of severing it off completely. There might be some security risks but the humans don't know that so....

This is my very first piece of legislation, I sent it around to a few leads/friends to make sure I was getting the okay on everything shown here so I appreciate knowing if I'm getting anything wrong/overstepping any boundaries.
Having said that, if experimenting on collars is limited only to the Combine Planetary Research Directive, then wouldn't it be possible for them to delegate the task to the BRI under direct scrutinous observation? Perhaps by a Regional Director sending over a Senior Scientist(s) to observe the work? I'd love to find some compromises.

As Vinyl said- that's what the development process is for. To find ways to circumvent or get around that, to research, experiment, test, etc. It would bring in some really good RP for the BRI that could have a significant positive impact on the server and Biotic RP as a whole. As an example, and this is just a weak toss off the top of my head that literally anyone in or outside of the BRI could likely come up with a better idea for-
They could try to find ways to create a collar that manipulates/recognizes the Vortessence in a way so as to only allow channeling when the collar detects a power being 'cast' that is passive/supportive in nature? If that makes any sense. The realm of possibility is almost infinite here and my ideas aren't the be all end all, just the (hopeful) ground work.

Well, legislation's can always be amended- if this is something I've gotten wrong, then it's something that can be changed/removed entirely from it. I'm more than happy to make changes so as to not step on any toes. The endgame here is to, ultimately and hopefully, make Biotic RP more fun and engaging.

True, that would be a really cool RP event idea to span a month or so. Having BRI work on the collar augmentations under the scrutiny and oversight of the CPRD and its Senior Scientists.
 
The best you could do is create a filter for energy output. If the collar detects too much vortal energy being pulled into the Vortigaunt, it can deliver a shock. This would restrict them to only minor powers (which still could be used maliciously, obviously) but that's about the best you could do when it comes to something like this.

What would stop this idea from being able to be used? Through manipulation of the Vortessence, there has to be a particular specific channeling that occurs in order for them to produce what power they have to cast.
Quote, from the Vortal Energy Manipulation guide: "there exists within the vortessence the "blueprints" of some abilities that are considered commonplace".
In the guide for Collars, it says that they currently: "separate the link between vortigaunts and this energy".
What would stop the BRI from coming up with a collar that recognizes when said power is being cast and either allow it or clamp down and shut off a Vortigaunts ability to cast it? It could be developed (example, off the top of my head) by experimenting, in a secure environment, on several Vortigaunts by having them cast powers under observation, detecting what each one is (by means of which I've not a proper idea for) and 'cataloging' it, per se? All to be stored inside said device inside the collar that recognizes which ones are and are not allowed?
TL;dr- the collar would allow, as you say, vortal energy to flow more freely through the Biotics the collar been given attached to, to permit the use of minor powers: but upon detection of an 'unallowed' power being cast, it will clamp down and act just as a normal collar does and sever the link again.
Again, this is all an idea off the top of my head that others could very much improve upon, and I think this could be a really, really interesting idea that has some basis behind it.
