PREAMBLE
The routine lives of both Humans and Biotics have become irreversibly intertwined in day to day life. Biotics now work the same jobs as us, conduct the same services, join the same organizations- and are rarely shown the appreciation nor given the incentive to continue integrating properly into our glorious society. This legislation seeks to reform life for our loyal Biotic members and allow for the incentivization of collaboration alongside a plethora of opportunities to show appreciation for said loyalty.
This will not change any of the core rules or values set by the BIOTIC WORKFORCE MANDATE, but instead allow Biotics to serve more effectively as supplementary labor, as per the mandate.
SECTION 1: RESEARCH AND DEVELOPMENT
-Upon the passing of this legislation, the Bureau of Research and Innovation must immediately begin development on a new series of collars/shackles for Biotic members of society.
-These newly developed collars/shackles, once commissioned, must continue to limit any Biotic powers deemed harmful and violent, but allow the use, either permanently or temporarily, of a select number of passive and supportive Biotic powers as chosen by a committee appointed by both the Bureau of Research and Innovation and the Provisional Assembly.
Some examples include: Minor Healing and Luminate.
SECTION 2: PRODUCTION
-Upon the passing of this legislation, and completion of a newly developed series of collars/shackles, The Civil Workers Union must immediately begin a series of workshifts to produce these new collars/shackles.
-The logistics and number of workshifts required will be determined by a coordinated effort by the Bureau of Research and Innovation and the Civil Workers Union.
-Civil Protection must closely monitor and inspect the workshifts conducting the production of these newly developed collars, so as to prevent any form of tampering or sabotage.

SECTION 3: DISTRIBUTION AND USE
-Upon the passing of this legislation, as well as completion and production of a newly developed series of collars/shackles, Biotics who have reached 'Collaborator' status and above will be allowed permission to use these collars.
TO REPEAT: THESE COLLARS/SHACKLES WILL ONLY BE AVAILABLE FOR COLLABORATOR TIER VORTS OR HIGHER.
-Any Biotics who opt or are opted to have these collars placed onto their person are only permitted to use their now permitted powers to assist during workcycles, workshifts, or at their place of employment. Any abuse of powers will result in immediate re-shacklement via the original total power severing collars.
-Any Biotics who opt or are opted to have these collars placed onto their person are thereby COMPLETELY FORBIDDEN entry into the Indigent areas of City 24 and in turn are limited only to access in Triumph and Victory.
SECTION 4: GRAND COLLABORATOR REFORM
-Upon the passing of this legislation, as well as completion and production of a newly developed series of collars/shackles, Biotics who have reached the status of 'Grand Collaborator' will be granted new choices and privileges to garner from.
-An addendum to the COHESION POINT SYSTEM will be made, thereby stating that Biotic nullification will no longer be mandatory. Instead, Biotics may choose to either nullify and become fully unshackled, or continue to serve the Union via their new collars/shackles.
-Biotic Grand Collaborators will be allowed to apply for the position of 'observer' status on the Provisional Assembly, so as to better integrate into society and allow themselves the opportunity to watch, learn, and keep up to date on any future changes.
