Short One!
Rebels basically have impunity in targeting anyone with a purple name and a purple armband, allowing them to PK many, many characters over the last several months which has caused a lot of friction in the server. The original rules surrounding targeting CCA members were made when CCA was quite a small faction, meaning that allowing rebels to kill whatever CCA they could get their hands on worked because they weren't really able to get their hands on many. Recently, though, the CCA faction has expanded, and so has the chances of assassination. This resulted in i24 being the assassination capital of Earth, which lead to it's subsequent IC destruction.
With a new map incoming, I think we really ought to have a look over the rebel gameplay loop so that the rampant rebellion activity isn't quite so disruptive to everything else, and I think a good place to start is a CCA Hitlist.
This would mean that CCA members are no longer PK-able by default. Instead, a "hitlist" would be made by whichever rebel lore group of your choosing, or simply something that's OOCly understood. Now, the only CCA members who were PK by default were the ones on the list, perhaps even in exchange for an IC reward such as a bounty or faction reputation. The contents of this list could be dictated by the PK managers, CCA leads, both, or whoever else is willing and able to create one - but it should be relatively limited.
We could also work with a system where rebels can still kill CCA members who aren't on the list, but instead of the "reward" being the PK of that CCA character, they can be given a bounty reward in the form of scripts or reputation, whilst the assassinated CCA member is NLR'd. This would prevent suicide runs on important CCA members from characters who's lives are less valued by their players than the value the CCA players feel for theirs, since there is little use to them due to the NLR consequence and the reward being unobtainable. This would encourage people to actually try to survive their assassination attempts rather than going in with expectation of death. I'm not sure how the reward system would work, given that anyone could ICly claim credit - perhaps planning around obtaining proof that you were the one to kill the CCA could also be incorporated?
Overall, a change to how CCA assassinations should come before map change because this has been really problematic, and a map switch is a perfect opportunity to wipe the slate clean. Having two murder capitals of the world back to back would make it really hard to take anything seriously ICly.
