Explanation: Have training camps for Rebels and Rebel groups. They shouldn't be super advanced or anything, They should merely be a shooting range an area to serve food/ store the weapons i.e a table and weapon crates. maybe a shitty little tire or parkour course for them. And have someone there to actually teach them stuff.
Reasoning: There are plenty of times OTA/CP's get training and it would be both good for ic and ooc reasons of familiarity to give Rebels some weapons and s2k training.
In the past we've had BMD's roll up and let rebels demo AK47's. Well there's plenty of groups such as the wardens who would more then likely be willing to train rebels in techniques for attacking/ambushing and using weapons properly. There are also groups with connections to them, So what I suggest is maybe every once and awhile (Depends on how everyone feels) The Wardens or some Admin group will setup a sort of training camp in the admin box and they'll practice with rebel players and teach them how to use their new-found gear better against CP's/OTA and give those of us on the Combine side a worthy enemy to fight and It'll give rebels a fun little event to do, I understand there's going to be some people who are going to not be interested in this or out-right be against it, But I think it's fair that the rebels get a little bit of s2k/tbc training same way CP's/OTA Do but on a much more primative level, Where OTA/CP's do advanced state of the art combat simulations with good gear. Rebels will be taught basic's like laying ambushes preparing and executing them. Preparing explosives and using them to destroy combine patrols and so on.
