A bit late to do this, I know, but here we go.

To start, my complaint is simple: Genny had her character TAP-099 PKed due to an execution, then proceeded to change the PK rules solely because of that situation. Now, this rule can be a normal change; you don't want long-standing characters to just die for no reason, that is understandable. BUT the only problem here is that this rule ONLY benefits the Combine faction. I will explain why:

In a combat situation the rebels have to do what I will call "run and gun". This is how most rebel engagements are played out:
- You shoot a Combine affiliated character down
- Grab their equipment when it is safe to do so
- Execute them (It is an IC reaction, depending on characters their views towards race traitors)
- And run away before the response shows up.
Basic Guerrilla tactics, as has been done many times throughout history on occupational forces.

This was the case when TAP-099 was PKed. She was downed within the slums and in her case, considering they were a high standing Civil Protection, were dragged down into the sewers and promptly executed and PKed. She then went on to post a PK appeal, stating how her character's death cuts multiple arcs short that were designed to feed both sides of the conflict, rebel and Combine alike.
That may be true, but it holds no weight on if a character should be saved from a PK due to THEIR actions. Their character decided to join the Combine. Their character decided to go into the slums. Their character decided to stay and fight.
It is sad for ANYONE's character to come to an end. But not even half a day after he PK appeal was denied, the rules are SUDDENLY changed by her. In many people their eyes, this is a blatant abuse of their position.
You may have the argument "these changes were already planned, we just got lazy", yet no proof has been provided of this and even IF it were true, the current ruleset is HEAVILY biased towards the Combine faction.


I play both rebel and Civil Protection yet my opinion on this does not change. The PK manager however, solely plays Civil Protection and does not have an ounce of experience from the rebel side.

Rebels are clearly on the downside as they are unable to kill their targets via execution. It is unrealistic and is only a burden since you have to drag the body to a place you can control and see so no allies can come and rescue them. And you might be thinking, "But Elsida, rebels are also unable to be executed." And I will say: It's been a long time since I saw a Combine player execute a rebel in or just after a fight (except for event rebels). They always capture them so they can interrogate the rebel and get information. Rebels NEED to be able to execute cops and OTA mid or right after a fire fight so they can not be brought back into the fold and sent in the response wave.

Rebels are not offered a mighty walled off compound with security systems where they are safe to roleplay with their captives. Rebels do not HAVE the luxury of taking prisoners unless it is during low pop (which would be a scummy thing to do). You can not seriously expect rebels to wait 5 minutes to wait out a bleedout timer to ensure another traitor of the human species, an oppressor of their fellow humans, meets their deserved death. Or did we all forget that the Combine, EVEN IN WILLARD LORE, are evil and killing off the human species?


Do you seriously expect someone to write out a /me for 40 seconds to drag someone while in game mechanics have already given enough risk to dragging someone away with forcing them into walking mode? All of that, while more guns are heading over to kill you? Rebels lose EVERYTHING on death. Connections, rank, equipment, entire storylines. Yet we allow the Combine faction to just change the rules into their favour and provide them with every advantage possible? What for? Death brings roleplay too! And while I am not saying to make the entire map a PK zone, perhaps it is time to revisit the PK policy from a long while ago, back when we were on this very same map during the Antlion Arc.

I'm sorry you got yourself into that situation. Maybe due to bad luck, but it is what it is. One of my cops died due to an execution and I didn't run to the PK manager to change the ruling. I zipped my lips, made a new cop, and went on with a brand new storyline. Stories come to an end, either abruptly or due to planning. Sorry you got in that situation yourself, as said before, maybe due to bad luck, but it happens. Changing the rules and giving the Combine faction practical godmode is not the way to go.
 
The rule isn't that bad. It has to be rewritten for sure.

If you don't want to get PKd as a CP for example. You have take in account that 5 minutes in such a situation is too much. As a Rebel player you do not have the luxury to take someone, somewhere and engage in RP. Because there will be 80 waves of Combine coming at you. There is no safe space for a Rebel to engage in wished RP.

For some the S2K seem "S2K hungry"... "They just want loot" and whatever. But the RP as a Rebel is like that, some decide to farm their stuff and hide, never come online. Others try their best to cause ruckus in the city and damage the combine. Like stated above, the playingflied for Rebels is different, we can't just create a new char (like CPs). We will die, lose everything, only our legacies will live on (if we are lucky).

We as Rebels, we are in danger of getting PKd, losing all the RP we did, all the time we spent. The 5 minute wait time seems really really... weird.

A better version would consider the Rebels. Because of that some questions arise... as:

1. Will the rebels get time to RP with those CP/OTA? Or will the combine just send the next wave.
2. What exactly do the Rebels gain in engaging the RP? Will we be able to recruit them? Will the combine get weaker? I don't see a real point besides making the uneven playfield even more uneven for the rebels.
3. Will the CP/OTA be able to shoot instantly after the bleedout? (They do this, experienced it 2 week ish ago)

Well, calling it abuse of power could be harsh but that is what it looks like to me from the outside. A lot of my rebel chars died, many unknown. They had so good stories to tell yet, but never I have thought about a rule change. I hope we all can make this server better in a way, but this rule is not the right way.

I never said that your complaint is invalid; I just find it odd that you wait until now to make the complaint, as if something has changed.
Please reply if its contribuiting to the whole rule change. No hate bossman, love you. Just yk, lets keep the toxic levels lower type shit.

Having an opinion isn't being toxic; I made a statement and clarified it. Don't really know where you get the notion I'm being toxic. I'll stop commenting here now.

I would like to echo some of my main points posted back on TAP-099's PK appeal.

Keeping this brief, there already was pre-established policies for the Combine side -- to my knowledge in use for YEARS up until the recent changes highlighted.

It's bare-minimum, borderline FOUNDATIONAL logic to understand that in ANY roleplaying game, be it gmod, Dungeons and Dragons, or other table-top roleplaying games that character death's are simply part of the story. Not everyone in real life dies glorious, glamorized deaths. More often than not, they are mundane or tragic.

The changes to PK rules not only sneeze-down at the previous established status quo that many were used to, but is also inherently biased toward the Combine faction as you point out; undermining any integrity previously had.

As rebel players are not given such luxuries for being caught in the countless 3-5 times a day sweeps over the past few weeks, resulting in impactful death's like Alys -- who logged on and was simply in the wrong place at the wrong time.

In short -- not only is it a spit on the face toward everyone else who has been abiding by these rules for years, but it's also inherently biased coming from a personal experience Genny has had as a player and PK manager.

It does nothing to foster fair roleplay between the factions, and to quote myself from the appeal:

"for the sake of brevity, would completely compromise any semblance of the PK system's integrity by deeming a certain character "Too important to die"."


Such blatant bending of the rules should not be tolerated.



This behavior also raises other concerns that coincide with bias, and -- as I feel, previous abuse of the PK manager position as well.

My evidence for this is simple.

Within two previous PK appeals that involved my previous rebel character Wouter 'Drifter' Staal being ACTIVELY ATTACKED, Genny has decided to move forward and lock these appeals early with minimal discourse, but also accept them on hardly any grounds with full refunds.

Primarily because Vaher is a friend of Genny -- I couldn't help but be rubbed a little wrong by this, seeing how one of my previous character's Farah Al Bazi was killed accidental propkill while downed, and was not alloted a full refund as seen here handled by Cengiz, Mindblow, and other members of the team at the time:

Yet if you are a friend of a PK manager, apparently -- even when agressing a situation and dying for it, you are given full refunds? Nonsense.

While not bitter about this, I just find it quite interesting the blatant favoritism on display toward the appeals Genny has handled involving her friends and allies does not to raise any eyebrows.

Beyond this, while bringing forward issues to another matter that I've discussed with upper-staff in the past with relation to metagame between Genny and her clique.

I've expressed that after recent issues I've had with the player, I felt unsafe to properly enjoy roleplay on the server for a small while Divine, Willumf, and Vaher were still active and holding positions of power.

Due to fear of reprisal for speaking out and exposing this meta-ring, and feeling like a target was painted on my back if I did decide to indulge in playing my other characters; Rightfully not wanting a grouping of angry staff members I "wronged" breathing down my neck to cite me for the smallest of "infractions", which given the track record shown can only be worth-while toward friends, and enemies of this regime would see punishment.

I was forced to take a break from the server for a small while for my own mental health and wellbeing.

Community is important to me, as it should be anyone here.

While Genny is holding a staff position -- frankly it does spark severe anxiety to know that I could always be persecuted in any OOC incident by her, and her racist, homophobic friends that also play powerful characters or hold positions within the community.

Thank you for highlighting and having the bravery to start this -- as it helps make me feel like I am not the only one seeing the insanity on display, and know that this can be aired out once and for all.

Regarding the "Rebels do not have time to RP with captives because the Combine send infinite waves." we used to have guidelines and rules which made it so that between any Combine wave there would be 15 minutes of downtime. This meant that Combine could not re-deploy/send another wave until after 15 had passed since the end of the firefight. This would allow the Resistance players to do roleplay with their captives rather than having to rush everything because another fight is 2 minutes away.

Additionally, and I'm not sure if it has been fully removed, when a crime timer ended the Combine side was supposed to completely give up. I see people complain about "The rebels just instantly DC after their timer ends!" Well yeah, there's no alternative. Are they just supposed to sit there while the 40th OTA of the day comes rushing into the room? Introducing or enforcing this rule again would allow rebels to do RP with their captives without the fear of getting into a firefight when trying to RP.

Obviously these measures would increase the survivability of Rebels as they'd face fewer waves in a given response. But perhaps that's the sacrifice that will have to be made to allow rebels more freedom to RP.


Tl;dr
Reintroduce a "Timer" between Combine waves to give rebels time to RP

When a crimetimer ends, the Combine should stop searching and just return to the Nexus.

I don't care to comment on the rest of your post, but this one paragraph sticks out the most for me. It is beyond unfair, and absolute slander. It's just another clear example of pointless targeting shown by you, as you did when you accused us of having a metagame discord which RAD quickly disproved.

A lot of Genny's friends, me included, have took a step away from Willard out of concerns that the community is becoming more unwelcoming. I think Genny has more friends from Willard who are in the LGBT scene than she does who aren't in the scene.

I have no idea where this accusation comes from, but I'd like to find out.

Right, anyway-

There's a month or two backlog that has to be traced because this complaint was sat on for an extended period of time. But there's a certain twitch I get when thinking back on going through the literal warp trying to find any blip of provided evidence that there was bad faith against people and... there just wasn't any to be found.

I'll take into closer consideration with Asimo's comment because there's an active discussion about it between management of the server at the moment.

Though the Genny "homophobe & racist" part of this thread - that's a stretch. It certainly raised both eyebrows, let alone one. I'd probably need to call in a physical trainer just to see how much that can be stretched since never have I or anyone has had that to say or observe.

To give a small bit of change in perspective, we look into PK appeals with the current guidelines and rule under them, and if we see something wrong then they are changed. We never commit to a PK rule change and then give a ruling. It's how we get granted that bit of foresight to adapt out of place guidelines. These types of conversations tend to be highly inclusive of the whole Server Council and the PK Managers there-in, within channels that are locked away from the rest of the server.

I can say we're looking into the PK guidelines currently because we want something that sticks and is permanent. The flexibility of it has cost us far too much in terms of threads like these before and minimal results ever show up as positive.

Being real - focus right now is the guidelines so anything related to characters themselves in the complaint I'll be passing by.

PK guidelines were a topic of discussion LONG before her Rank Leader got PK'd.
If in private affairs, or external conversations, the PK guidelines regarding any sort of S2K vs Narrative has ALWAYS been a hot topic, and were subject to change regardless.

That may be true, but it holds no weight on if a character should be saved from a PK due to THEIR actions.

In fact, during the HEAT of the resistance in Half-Life 2, we see Combine taking prisoners when they can- Again I don't get this point

I feel like this could be more chopped up to seeing a personal example that a large variety of people were trying to make as, like I said before, PK Guidelines were already a hot topic within the staff team, ESPECIALLY where S2K is involved. You can see in the announcement screenshot provided above that it is FINALLY changed, implying that this was something in the long run and not just a jump decision seeing as her PK appeal got denied.

I don't play on the server anymore, but I do not appreciate slander to me or to friends of mine, indirect or not.

This is an egregious example of trying to support your claim and degrade Genny's character through demonising her and her entire friend group through false claims of high magnitude. This is concerning behaviour from your end, exceptionally so.

You yourself know that many of her friends are LGBT. I cannot understand why you would even attempt to falsify this claim, if but only to garner some reaction. It's baffling. You chose the two worst things someone could be and slapped them into your post to make it seem like she's some vehement gargoyle of evil or whatever, knowing they're not true. You know my stance and you know I wouldn't be friends with them if they were any of what you claim.

I find it most noteworthy that you say this in a public thread now rather than a private discussion with RAD-X or anyone else of that position, if it was truly that big of an issue or omnipresent of hanging dread- and especially not sooner, when it was more relevant and more of a proper threat.

All you say is I don't get this point or this other, all you did was type without saying anything if you don't get the point maybe you should re-read or something as everyone else gets it.

You are telling me you don't get the point of her PK been denied and then 12 hours later PK rules updated to avoid executions in S2K? Clearly a rule to avoid combine characters to die.

HL2 You also don't see synths been sent or maybe when you shoot someone to death they stay dead.
