Yes. The community is currently going down the route where the focus lies on developing individual characters (which is where the main character syndrome comes from) rather than actually striving to do some proper world-building that maintains a dark and gritty atmosphere of HL2. I've asked people around and a lot are discontent with how some things are handled. There is no real sense of oppression coming from the cops, as most of them act 'nice' for the sense of nurturing "roleplay". The quotation marks are there to emphasize the fact that the whole "roleplay" coming, is mostly interactions that simply wouldn't be plausible in HL2. One citizen shouldn't go up to a cop and ask "how was your day". As shown in HL2, cops and civilians have a disdain for one another for the most part, where the cops are being portrayed as unpredictable individuals.

I believe Willard is indeed too soft, but as RAD-X said already, there is no real way to make a pin-point accurate representation of HL2. Though it should definitely be something to be strived for.

There's another issue that this makes resistance RP VERY impossible, there's no way to actually encourage rebelrp because of the soft behavior.
 
Honestly its more on the playerbase, if any sort of discrimination was allowed it would make it harder and possibly convince rebs not to be lesbians, autists, caring sociopaths and any other weird trying to hard to be quirky attribute and the CPs need to be more brutal and know what they are doing or have proper punishments for those who dont know what they are doing. And last of all to all willard players PLEASE read up about a disability if you wish for your character to have them like not even alot just to understand how realistic it is please man I hate people who have autism, PTSD, sociopathic tendencies and badass syndrome (because you know erry one gotta be 'unique').

Hardcore epic Rebel PK death sweep dystopian 1984 based-era Willard didn't encourage more roleplay.

Rebels were scrambling to hide in secret bases or ignoring the intent of the sewers to have the best chance of survival. Cops literally walked around the plaza ignoring any attempt to roleplay with them. People died and got PK'd to scuffed NPC's and it was deemed valid. Cops and Rebels tryharded the fuck out of eachother in sweeps because they were risking their characters on both sides.

The tone of the setting =/= not dying every 10 minutes and getting roleplay.

People say this, but I personally do not get it. On my character most CP's are typically pretty massive assholes. Certainly not nice. It could be that CP's may just ICly/OOCly target high tier loyalists to act that way towards. Yet, every inspection ends with at least one person getting asswhooped, so I still think even basic citizens have to get that attitude *somewhat* at least
 
So what is the idea tho

The simple fact is WN was never revolutionary (or attractive) for its roleplay standards. It wasn't even really trying anything new with CityRP that hasn't been done for a decade or more.

What it did have was new and flashy development work. That drew a lot of people and they stuck around to see what would come next! But you can't keep adding massive new features and overhauls without causing bloat and problems and you can't re-add stuff TWICE. So over time the dev work became relatively small things; fixes and tweaks and changes.

That's about the point the bulk of the playerbase actually sat and looked around and realised they now had to roleplay, and the cracks began to show. For example TBC, probably the biggest selling point WN had, is still in a very buggy state and its to the point there's an effort to only use it in small situations and default to S2K.

People are blaming the setting and 'lax' nature for the playercount but they're looking at it backwards. The dystopian hardcore era was a backdrop to why people really played; the cool dev work, and even then it caused massive issues. Going back to that won't encourage the remaining playerbase to keep playing, it'll just drive them off more.

Not to mention a lot of the people who made that dystopia playable and gave it interesting plotlines have since quit or been banned.

WN is just a big community like every other and that comes with the realisation you'll do better catering to the players who want to play now than those who'll "come back if things change".

I'd rather RP with your CP than go back to like Jan when I tried for three days straight to get one singular cop to RP with me and got ignored lmao. It may be epic realism for cops to ignore citizens but it sure isn't fun for either cops or citizens if they actually wanna RP.

You have been nothing but an annoyance and rude towards Civil Protection on this server. You are constantly insulting Civil Protection in LOOC and have been told to stop not only by the players of Civil Protection but the admin team as well. Your talk of "Where are the Nice Cops" is simply not valid due to your poor attitude towards every single one. You have been warned time and time again by admins to stop.

Is it not our fault you do not understand Serious RP PKs. People have offered to give you guides and explain it. All you have done is turn it around and try to whine and complain as to why it is "unfair" or "ruins RP". I understand you're new to this, but being an asshole to people who play a certain type of character is simply unacceptable.

there are no random searches (and don't mention the blocked off room in d1_trainstation_02; you don't know the context so don't even pretend like you do, and neither does the 'whole block' dilemma for the same reason)

there is nothing that explicitly says anything about how "oppressive" and "dystopian" the world is, whether it is through citizens' voicelines, metrocops', or dispatch. by way of interpreting anything, you make it into headcanons, and thus it no longer is canon.

a true, subtle, good dystopia, that is condusive to roleplay (and not worldbuilding; this isn't a fucking worldbuilding community; it's a roleplaying one) is one that subverts the oppression and makes it low-key, and makes the outbursts of overt violence a tipping point; something that breaks the camel's back. by making the "overtly evil" themes commonplace, all you're doing is writing torture porn and superiority complexes into your RP, and that says more about you than it does about your "closeness to the real, canon lore"

In extension to the above: The HL2RP tropes endlessly re-churned out, again and again, are not and should not be weighed as something to be adhered to. HL2RP has been going on for 18 years since it was pioneered on HL2 Deathmatch modded servers in 2004 and you still want to regress back to the age of "<:: Citizen apply" cops in a genre of RP servers that are oversaturated with people too afraid to break the mold? Really?

People that think that a dystopia can only be described through hyper-autocratic, 1984/North Korean-esque dictatorship methods of oppression really do not know how far out the scope of oppression can really reach. It's positively bothersome to see people still stuck in this mind-trap after all this time.
