Yes. The community is currently going down the route where the focus lies on developing individual characters (which is where the main character syndrome comes from) rather than actually striving to do some proper world-building that maintains a dark and gritty atmosphere of HL2. I've asked people around and a lot are discontent with how some things are handled. There is no real sense of oppression coming from the cops, as most of them act 'nice' for the sense of nurturing "roleplay". The quotation marks are there to emphasize the fact that the whole "roleplay" coming, is mostly interactions that simply wouldn't be plausible in HL2. One citizen shouldn't go up to a cop and ask "how was your day". As shown in HL2, cops and civilians have a disdain for one another for the most part, where the cops are being portrayed as unpredictable individuals.
I believe Willard is indeed too soft, but as RAD-X said already, there is no real way to make a pin-point accurate representation of HL2. Though it should definitely be something to be strived for.
