Outline a few points through bullet-points on how you are intending to play your character during the Event Period?
Loyal till the Grave
After witnessing humanity's utter failure to deal with the Black Mesa Incident and the crisis that followed, this person is convinced that there is no hope for humanity without the Combine.
If the organized Human governments of the Old World Order were incapable of maintaining order, then how do a bunch of disorganized terrorists think they have any chance at keeping a semblance of order and stability after their fantasy of defeating the Combine is fulfilled?
To them it is clear;
Combine hegemony over Earth must be maintained at all cost, the alternative is extinction.
Resourceful
Where others might write off penal battalions as a useless waste of effort and time, this person still thinks they have a use.
The alternative would be execution at the hands of Combine forces, wasting munitions.
By tricking them into suicidal offensive action, the enemy will be forced to waste bullets cutting them down. And society will be a few infectious elements lighter.
Strict Adherence to "Morals"
Cowardice, doubts, indecisiveness, perversive thoughts are the first steps to defeat.
A force that does not believe in victory will only win by luck and chance. It is of utmost importance to cleanse conscripts and recruits of any weakness, not only physical but also mentally.
There is no room to question the Combine's final victory. Every single person is expected, no, required to give their fullest for victory.
Any deviation of this principle makes an "individual" unfit to live.
Distaste of excessive propaganda
This person sees overuse of recruitment slogans or other forms of propaganda as a waste of time and likely to provide negative effects.
People will become numb to the effects of propaganda when it is blasted into their eardrums the entire time. Every encouraging word should have a reason to be there. Propaganda should only be used in key moments and be specific to the situation at hand.

OOCly, what is your motivation for playing this character?
The Commissar to me seems like a non-standard agent within the recruitment process. Tasked to weed out those that are unworthy of the honor, and whip the volunteers into the right mental state for the coming fight. I hope to offer some sleazy "politically correct" dialogue for the volunteers to bask in and the conscripts to puke from. Generally I wish to portray a character that the other participants can either look up to or direct their hate towards.
For myself, I wish to take part in this interesting and unique event on the server with high hopes for some good roleplay and a nice overall experience. I hope to be able to add something to this event, and generally engage with members of the community that are also looking at a potential City 2 event with the thought of "Bring it on".
