I've recently been watching the GTA V RP trend on Twitch, specifically NoPixel the popular one, which has given me some ideas about how a prison system could work in HL2RP.

On Willard we're blessed to have devs that actually work on the server to make it better and give the server a unique feel, and as we have moved away from a lot of the traditional ways of running a HL2RP server to go with helix add-ons and whatnot for functionality, why not go further.

The basic idea is to use the CP PDA to have a sort of "log" section, where rather than just dumping all of a persons crimes into a glorified text document, you create an "incident/report" which includes a basic rundown of what happened, the crime/s committed, and the bad boy points or whatever to be added to the file. With this logging system, we then can use a command to sentence a person, based on the log number which is tied to the person, preferably target based (for less abuse-able situations), i.e aim at a person, type "/sentence log#, time_locked_up#", or name based. Time locked up would be converted to the effect of, or something similar of 1 IRL minute:2 In-Game Days

After sending this command through, the person would be deposited (assuming they're in the nexus already) in a prison area with different things to do, either watched over by specific CP units for prison guards or the OTA in the nexus. The things that are possible to do as a prisoner would probably be similar to the slavery vortigaunts endure, prisoner specific work-shifts, possibly opening the option to get prisoner specific contraband and so on and so forth. And when it's time to leave, it'd be automated, just like depositing, they'd be taken out and sent on their way.

This cleans up people not having to sit in-jail(a single room) with nothing to do while CP's get taken away to rain down the whole PD on a drunkard who got aggressive.
It also cleans up OTA, if they're given the task of watching prisoners, to do something rather than AFK. Or gives CP's something to do if they're prison guard specific.

A similar set-up could be used for a "Nova-Prospekt" like prison with more permanent residents, though that may split the factions too much and add too much to the map.
 
Prison RP is absolute dogshit and needlessly divides the player base, a temporary PK is a mercy compared to prison roleplay. If you want to add a second class of penitentiary citizen or something, do that and have them integrated with standard citizens and maybe give them a shitty jumpsuit to distinguish them.

Ah yes, taking a player out of RP for 4 minutes to indicate a week in prison is sooooooo terrible.... Lets just kill people for any crime that's worse than one that gets you beaten, that's the solution.

This is some serious zero-brain shit I sincerely hope you're only pretending this is a serious response. The choice isn't "whatever I want or we insta pk people for doing nothing", I literally provides alternatives in the post you just quoted - and these are better for a number of reasons.
But to be clear, rejecting this suggestion would not suddenly require people to be executed, because the status quo has a varied list of punishments that are administered dependent on the severity of the crime.

Prison RP splits the playerbase, there's either no one doing Prison RP so it's pointless and everyone involved is bored, or there are too many people and it detracts from the city population. Splitting populations on servers detracts from roleplay, and populations are already going to be somewhat divided due to union and anti-union affiliation. You want to take down every barrier to interaction you can, and avoid any new barriers being placed up if you can.

The alternatives:
Temporary PKs (or permanent PKs that aren't just getting executed)
Nova Prospekt exists, and there are likely many other prisons on Earth. If you just temporarily PK someone for a month, or two months, or maybe a year in super serious cases then this means the character can face consequences and will ICly return after having been through prison, but it doesn't split the playerbase. It even gives the opportunity for the player to make a new character in the meantime, rather than just commit to one and not play anything else. If you do a perma PK, but ICly the character isn't dead it also means they could apply to remake the character or unban them after a long period of time. Personally, I think cops executing people and throwing them in incinerators is cringe shit compared to shipping them off never to be seen again.

Lower tier citizenship (kind of a thing already)
Get a new model with some shitty jumpsuit and give prison class citizens different rations and obligations, but still have them within the citizen population so you don't diminish roleplay. You'd presumably place harsh rules on where they could be and what they could do, but they wouldn't be separated from new players who join the server and find everyones doing prisonRP so there's nothing to do.

Essentially this. It splits up the playerbase and imposes a "waiting" penalty for carrying out RP. Low Tier citizenship, which as mentioned already, is preferable here. If someone is being sent off to Nova Prospekt, it should be for permanent imprisonment (or whatever will happen in Nova Prospekt), aka PK. One can argue that, in-lore/IC, there's no point in prison because Citizens are already essentially imprisoned, and you simply need to differentiate the "treatment" based on social points (anti-citizens, loyalist, etc.)

If they are an active threat, as in they are being actively violent and uncontrollable, you remove them temporarily, and determine if they can be released. If not, they get sent to Nova Prospekt and PK'd.

But in the end, roleplay for the server comes first over lore/IC implications. It divides the playerbase more than it already is divided into a sub-group that has no middle ground between no RP and too involved.

The only time players should be in prison on the map is to wait for interrogation, or a more serious verdict is about to be administered. Not for a "You decided to RP bad so you are forced to do this RP (or potential lack of) for X minutes!"

if you want to be interesting don't kill people for minor shit like fighting, fine them or take them to the drunk tank, feed them, chill them out, and throw them back out into the street

Temp Pk is WAYYYY more efficient. Adding this feature will only make players complain, "why aren't CPs interacting with me?" "Im hungry, about to die of hunger".

Map is also too full.

Read through the suggestion and seeing the comments I do not think this is a good idea either. CPs already have instructions on how to deal with "detainments" which in itself is going to be rare at best. CPs will never actually jail someone, all we do for CPs at this time which we implemented is:

Take the bad person > put them into a cell for like a minute at best > Take to interrogation room when ready > ask questions > Depending on answers citizen will either > Be released, punished or straight up amputated.

This only happens for relatively big crimes. So we already got functionality for this type of stuff... just not in the sense of prisonRP as that is quite boring. There is nothing good that can really come out of it, which is one of the reasons why pretty much every community avoids it as much as possible.
