Currently, the BMD system is not working as intended. It was considered a minor support skill for crafting and a major way to get illegal goods you CANNOT get from crafting (see: combine weapons and more powerful weapons like an AK-47) without admin intervention. However, currently smuggler prices are overinflated and/or the BMD's do not actually sell goods that rebel groups in general really need right now outside of adhesive ingredients / adhesive itself.
I propose that a real look into prices and items actually sold at NPC BMD's; talk to groups + major smugglers about this to get a feel for what is OK and what is outright robbery.
In addition, a new BMD should be added to the sewers every day for 1 hour called John Snow who sells ammo and medium tier weaponry (melee and/or guns at random) and a high value item (an example would be a stunstick for melee, and AK-47 for guns) with a quantity of 1 and a high marked up price to discourage hoarding. If a gun shows up then it should have limited ammo you can buy (like 2-3 boxes tops) and you will have to wait again for more; this makes it something rebels only use in huge operations or in desperate base defense.
Basically the idea is to make smuggling less of a completely minor skill and more of a skill that complements all the other skills by helping groups pull their chips together to actually buy stuff worth buying, and also gives a reliable way to get end game gear without begging admins for events / expeditions (which are never going to happen regularly, lets be honest with ourselves here).
