Long time no see.

The recent PK of Xiao has opened up a small little conversation in Discord on the topic of the "PK by default" rules in regard to Tier-6s and CCA. I know a good few people had doubts about it before, but it was Xiao's demise that proved some these worries true. There were a few things thrown around here and here, so I decided it might as well be compiled into a forum post, since I personally dislike the rule a good bit.

In short, if you're a Tier-6 or CCA, you can be PK'd at any point without a reason. There has to be no history between you and the killer, and neither do they even have to know who you are. If you have a White or Purple band, you're free game. In short, it allows for hits with no consequential benefits at the detriment of the receiving party. There is little to no consequence of such an action, since most of the time a player can just make a new character with the same rank (for CCA), and those that can't just lose the result of their long IC work for essentially no good reason.

Simply make Tier-6s and CCA follow the same rules as normal PKs do, only a bit more relaxed. The killer doesn't have to know them personally, just have a reason to PK them based on their actions. There must be at least a tangible reason why you would risk your life to kill someone you don't know. It doesn't have to be contrived, but it has to be there. Otherwise you get Xiao's situation where one loses months' worth of progress to a person who probably didn't even know who he was.

Naturally, all of this excludes overly important people, like CAs or Sectorial Characters. At that point, it really does become a case of hurting the Combine.

Xiao's going to obviously be Unpk'd so it's not really a good example. The person disconnected shortly after doing it (a no-no), bad faith + didn't S2RP the situation at such close range as the rules require

Any of the PK'd CCA Garratz characters, then. Shows there's no point in going in without a reason, since most of the time the person is immediately replaced by one with the same rank. Ergo, you aren't doing much damage to the Combine ICly to warrant an Auto-PK on the usual CCA char, unless they're in a powerful position like being the CA/VA or Sectorial.

S2RP only applies to melee weapons and when agreed upon with all parties, the default gun fights are always S2K no matter the distance.

However it is bad faith and rulebreaking to disconnect after a crime.

Garratz isn’t exactly the best example either, considering his character became public enemy #1 for a while due to his perceived hostility against the underclass (destruction of the homeless shelter in RB-3). Plenty of people had a “reason” based on his actions to end him then too.

Talking about ones that came after Crown. Although in hindsight there may have been just one and not two as I originally remember.

In any case, I think Crown's PK is a good example of a justified hit, while his next CCA char getting gunned down in Plaza only 2 hours after creation isn't.

remember how a random shotcopper fucked all of that up by shooting him with minimal rp?

yeah, revise these stupid rules. crown had it coming, but neither xiao and his predecessor deserve to get shot for daring to... roleplay? if active cca are constantly punished by lackluster shotcoppers who care only for bragging rights and not for roleplay or narrative, then don't be surprised that you'll get moc levels of activity.
 
I agree that it's time to make some adjustments. Which adjustments specifically is still up for debate, but at the moment I believe the current PK Policy acts counter to a healthy roleplay environment, specifically the CCA section.

Staff will discuss internally on what we'll do.

The criteria is aimed at making these high-ranking positions dangerous or risky to be in which is understandable 'cuz power but sometimes I too question the logic behind just saying "Fuck you, you deserved to die (apparently) and all of your work is now GONE!". (Correct me if I am wrong tho)

A way of fixing this I believe could be to just implement a "case-by-case" thing. Perhaps a review process could be implemented for such PKs. Evaluating the reasons behind them would help strike a "balance". If a PK is justified, it proceeds; otherwise, the victim of said pk retains their progress and its all voided or NLR, whatever.

Given that they are not a lot of people that qualify for that PK criteria of high-ranking/big loyalist tier AND these things do not happen that often, this could still be very feasible.

edit: I am in favour of being a bit more harsh towards more powerful people, sure. High risk, high reward SEEMS to me at least a "trade off" of sorts you have to deal with but taking Xiao's death as an example, that would be a case I think is a bit unfair since the PK ruling here is quite honestly bare bones and just toxic since we all know every CCA could just hide forever in their shiny unreachable office and basically become non-rp characters which also hurts the roleplay environment but that's just my two cents :blanky:

No one becomes CCA accidently, lol. The rules are there. He ran in the election, won, and died.

no one becomes a rebel on accident, hence why i should be allowed to pk everyone who's in the sewers or been spotted leaving them.

WOW. This has got to be the WORST take I've ever read. This mentality of "it's legal so it's good" is so backwards it's insane. Situations like Xiao's (and Siemens', Crown's and others before him) has made it clear that default PKs like this are outdated and need to be tweaked. Also what is this about "becoming CCA on accident"? Of course no one develops their characters a certain way on accident. Should someone who wishes to portray a collaborator deserve to have all their IC character development and work to get there reset by any old random with a weapon? Did they become rebels accidentally?

lol okay buddy. then have the rules changed. but rn they're this way, so...?
