1: Find a white bed sheet or a large sheet of white cloth
2: Find a baseball cap of some sort, cut the brim off and place it in the middle of the sheet
3: Glue or pin the cap to the middle of the sheet (this is done so you can wear the cap and the sheet will remain in position over your head)
4: Wear the costume and grab a pair of scissors and a marker, use the marker to mark where your eyes are, pinch the cloth you marked, and cut some holes for your eyes
5: Wear the costume, mark where your elbows are, cut arm holes at elbow level
6: Use scissors to cut the bottom of the costume so it doesn't drag, be sure to cut jagged lines into the bottom of the costume so you get a ragged look
7: Wear the costume and have fun!

Careful wearing it though, I think wearing a face covering is Illegal. Still, it could be a fun thing to wear while around friends.
